The project is behind schedule or does not invest in construction
On March 15, the Government Inspectorate issued Notice 352/TB-TTCP Notifying the conclusion of the inspection of compliance with the law in inspection work, citizen reception, complaint and denunciation settlement, corruption prevention and control; land management and use, and basic construction investment in Vinh Long province in the period of 2013-2020.
Notably, in this notice, the Government Inspectorate pointed out many shortcomings in compliance with other legal regulations on investment and construction in the implementation of a number of investment projects using land in this locality.
At the time of inspection, there were 14 projects that were subject to investment guarantee deposits but had not yet made deposits according to regulations.
Some project investors did not comply with regulations on investment procedures and order, were not approved according to the procedures of a commercial housing investment project (Hoang Hao Housing Area, Hoa Lan Housing Project); used land for the wrong purpose, built a number of works on the planned area of traffic land, green parks and educational land of the project, violating Clause 3, Article 12 of the 2013 Land Law, Clause 4, Article 12 of the 2014 Construction Law (Hoang Hao Housing Area, Hoa Lan Housing Project, Tan Loc Home Residential Area Project).

There are projects that have not been built or have just been built, reaching 15.7% of the planned volume, but have sold future housing products and received product bookings (Social housing construction project in Ward 4, Vinh Long city - My 2 Transportation Service Trading Company Limited; Hoa Phu Industrial Park Social Housing project - Hong Trung Construction Enterprise).
Transferring 2 projects to the Ministry of Public Security for investigation
The Government Inspectorate requested the Ministry of Public Security to receive information and documents for consideration, investigation, and handling in accordance with the provisions of law on violations of the law, for:
The Hoang Hao Housing Project in Long Hung Hamlet, Thanh Son Hamlet, Thanh Duc Commune, Long Ho District has violated the law on land use management by allowing the change of land use purpose contrary to land use planning and land use plans, land use not in accordance with the approved planning by competent authorities and determination of land financial obligations not in accordance with the provisions of law, which risks causing losses to the State budget.
Hoa Lan Housing Project, Ward 8, Vinh Long City has violated the law on land use management by allowing the conversion of land use purposes in violation of legal regulations through the act of continuing to separate 33 plots with an area of 11,188.6m2, allowing the conversion of land use purposes that are not in accordance with the planning and issuance of land use right certificates on traffic land, green land according to the approved planning authority and determining land financial obligations that are not in accordance with the provisions of law, risking loss to the State budget.
