The Government Inspectorate issued Document No. 398/KL-TTCP Concluding the inspection of projects with difficulties and problems, inspecting compliance with legal regulations in the management and implementation of a number of construction investment projects at the Ministry of Culture, Sports and Tourism.
The Government Inspectorate has conducted a direct inspection of 2 projects with difficulties and problems at the Ministry of Culture, Sports and Tourism from July 25 to September 8, 2025.
The inspection conclusion shows: The investment project to build the headquarters of agencies under the Ministry of Culture, Sports and Tourism (in Xuan La, Tay Ho, Hanoi) has a number of shortcomings, defects, and violations that prevent the project from being completed and put into use.
The responsibility belongs to the leaders of the Ministry of Culture, Sports and Tourism; leaders of the Office of the Ministry of Culture, Sports and Tourism; Project Management Consultants; Supervisory Consultants; Construction contractors and related organizations and individuals.
In addition, the project also has a number of shortcomings, defects, and violations in the work of preparing budget approval, total budget estimates, and acceptance and payment.
The Government Inspectorate also pointed out some shortcomings and problems in the National Sports Training Center Investment Project in Sa Pa, Lao Cai province.
Accordingly, the slow site clearance progress is the main reason why the project is behind schedule and cannot be completed in 2025 according to the approved investment decision.
Responsibilities belong to the People's Committee of Lao Cai province and advisory agencies of Lao Cai province; the People's Committee of Sa Pa town (now the People's Committee of Sa Pa ward); the Land Fund Development Center of Sa Pa district (now the Sa Pa Regional Project Management Board); the Northern Project Management Board (now the Construction Investment Project Management Board of the Ministry of Culture, Sports and Tourism) and related organizations and individuals.
This project was also pointed out to have shortcomings and inadequacies in the advance payment collection in the Construction and Equipment Installation Package.
Previously, on July 25, in Hanoi, Deputy Inspector General of the Government Le Sy Bay chaired the announcement of inspection decisions for projects with difficulties and problems; inspected compliance with legal regulations in the management and implementation of a number of construction investment projects at the Ministry of Culture, Sports and Tourism.
The Inspection Team consists of 15 members led by Mr. Nguyen Van Hieu - Deputy Director of Department XI. The inspection period is from project implementation to July 1, 2025.
Deputy Inspector General of the Government Le Sy Bay said that the inspection activities aim to clarify the causes of difficulties, obstacles, delays, prolonged backlogs, low efficiency and the risk of causing loss and waste of resources in projects.
