Recently, the Politburo and the Secretariat issued Conclusion 126-KL/TW on a number of contents and tasks to continue to reorganize and streamline the organization and apparatus of the political system in 2025.
One of the tasks related to continuing to reorganize and perfect the apparatus of the political system in 2025 and the 2025-2030 term is stated in Conclusion 126-KL/TW related to the arrangement and organization of military forces.
In particular, Conclusion 126-KL/TW clearly states that the Central Military Commission is assigned to preside over and coordinate with the Central Organizing Committee, the Government Party Committee, the National Assembly Party Committee, relevant Party committees and Party organizations to study and orient the continuation of the arrangement of the Army organization (including the organization of district-level military agencies); Propose to supplement and amend the Party's mechanisms and policies, relevant State laws, and report to the Politburo in the third quarter of 2025.
On February 20, Politburo member and President Luong Cuong had a working session with the Ministry of National Defense on the results of implementing Resolution No. 05-NQ/TW of the Politburo on the organization of the Vietnam People's Army (VPA) for the period 2021 - 2030 and the following years.

At the meeting, General Nguyen Tan Cuong - Member of the Party Central Committee, Member of the Central Military Commission, Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense - said that the army has ended its activities, merged a number of agencies and units under the Ministry of National Defense, and established a number of new units;
At the same time, adjust the organization of agencies and units from the level directly under the Ministry of National Defense to the level of operations and tactics, with a synchronous and reasonable structure between components and forces; reduce intermediate units and service units, ensure; strengthen the construction of defense postures in military zones, build provinces and centrally-run cities into strong defense zones; increase the number of troops for newly established units, units performing training tasks, and be ready to fight in key strategic areas, borders, seas and islands.
As of February 15, 2025, the Army has adjusted nearly 2,900 organizations. In which, reduce 1 general department, 2 military groups, 37 levels of departments and equivalents, nearly 300 departments. By the end of 2024, the Vietnam People's Army organization has been basically streamlined, compact, strong, with a synchronous and reasonable organizational structure among components and forces, 1 year ahead of schedule set by Resolution No. 05-NQ/TW.
In the period of 2025 - 2030, the Ministry of National Defense determined to continue to thoroughly grasp and concretize the requirements of the Politburo and the Party Central Committee on continuing to implement Resolution No. 18-NQ/TW, building a "streamlined - compact - strong - efficient - effective - effective" political system; upholding the principle of Party leadership organization, ensuring absolute and direct leadership in all aspects of the Party over the Vietnam People's Army.
Continue to perfect the organization of the Vietnam People's Army "streamlined, compact, and strong"; increase mobility, training, and combat readiness to meet the requirements of national defense in the new situation.
