On the morning of June 4, the National Assembly Standing Committee gave its opinion on the reception, explanation, and revision of the draft Law amending and supplementing a number of articles of the Law on Advertising.
Speaking, Chairman of the Delegation Affairs Committee Nguyen Thanh Hai said that during the time of amending the Advertising Law, a number of issues related to profiteering from advertising activities occurred, which were promptly supplemented by the drafting agency.
It has added the responsibility of celebrities and influential people in cyberspace in advertising. In particular, the penalty level has been raised for violations in advertising activities.
To ensure further feasibility, she suggested that it is necessary to focus on, strengthen and assign the Government to stipulate specific and clear responsibilities when there are incidents of advertising censorship, controlling advertising content on social networking platforms and mass media.
Clearly regulate inspection and examination activities for advertising activities in general and activities in the online environment in particular.
Citing the fact that there will be frequent changes in many forms, Ms. Nguyen Thanh Hai suggested giving the Government this authority to be flexible when new points appear and then have new measures to prevent them in time.

The Chairman of the Delegation Work Committee also said that recently, when giving opinions on the session's rules, some delegates proposed adding prohibited acts at parliament such as banning clothes and accessories with corporate logos, trade terms, personal symbols, etc., which easily caused misunderstanding about the interests of representatives.
Expressing concern about this issue, Ms. Nguyen Thanh Hai asked whether these things are part of advertising activities? The Institute cited the provisions of the draft law, saying whether National Assembly deputies wearing costumes and logos when speaking in the hall is to convey to the advertiser - voters, the subjects being watched or not?
The Chairman of the Delegation Work Committee said that there will be instructions because this will not only appear in the session but also go to meetings with voters. Including how to regulate clothing, which types of advertising for businesses are allowed to be used. These are arising issues, very worrying about whether to ban them for profit.
According to her, if they are banned, they will often accidentally wear or wear something with a trademark without knowing that it is banned.
Discussing this issue, Minister of Culture, Sports and Tourism Nguyen Van Hung said that wearing a shirt with a certain brand or a corporate logo, for example, Viet Tien, is not an advertising activity. Because it only becomes advertising when there is an agreement, contract with a certain brand and receives the material and benefits, then it is advertising.
Thus, only when there are commercial and communication factors and contracts are used for advertising activities. Therefore, this issue is not included in the draft law, is not banned, National Assembly deputies can wear it comfortably.
