On the morning of June 25, with a majority of votes in favor, the National Assembly passed a Resolution of the National Assembly amending and supplementing a number of articles of the National Assembly Session Regulations issued together with Resolution No. 71 of the National Assembly. The Resolution takes effect from July 1, 2025.
According to the resolution, National Assembly sessions can be held continuously or in multiple sessions.
During the mid-term sessions, the National Assembly Standing Committee, the Ethnic Council, the National Assembly Committee, the National Assembly Delegations and National Assembly deputies carry out the work within the session.
The National Assembly meets regularly every two terms. Unusual sessions of the National Assembly are held at the request of the President, the National Assembly Standing Committee, the Prime Minister or at least 1/3 of the total number of National Assembly deputies.
This session aims to promptly consider and decide on urgent issues under the authority of the National Assembly to meet the requirements of socio-economic development, ensuring national defense, security and foreign affairs.
The regular mid-year session of the National Assembly opened on May 20. The National Assembly's regular year-end session opened on October 20.
In case May 20 and October 20 coincide with a Friday of the week or a day off as prescribed by law, the opening day of the National Assembly session will be the next working day.
The opening day of the first session of each National Assembly session is decided by the National Assembly Standing Committee in advance according to the provisions of the Law on the Organization of the National Assembly.
The opening date of the final session of the National Assembly and the extraordinary session of the National Assembly shall be decided by the National Assembly Standing Committee.
The recently passed Resolution also amends and supplements regulations on the participation of National Assembly deputies in sessions.
Accordingly, National Assembly deputies are responsible for fully participating in National Assembly sessions and sessions, focusing on research, participating in discussions, contributing opinions on the contents of the National Assembly session and voting on issues under the duties and powers of the National Assembly.
National Assembly deputies need to proactively apply digital technology and artificial intelligence to effectively carry out the activities of National Assembly deputies, activities at National Assembly sessions and perform other tasks and powers of National Assembly deputies according to the provisions of the Law on the Organization of the National Assembly.
In case the National Assembly cannot attend the session or session according to the session agenda approved by the National Assembly, the National Assembly delegate is responsible for reporting to the Head of the National Assembly Delegation to notify the National Assembly Office for synthesis and reporting to the National Assembly Chairman.
If they cannot attend the National Assembly session or are absent for a total of more than 2 working days during the entire National Assembly session, they must be approved by the National Assembly Chairman, except in cases of absence due to health reasons, force majeure reasons or absence to perform the duties of the National Assembly session according to the provisions of law and the National Assembly Resolution.
The list of National Assembly deputies who cannot attend the National Assembly session or are absent from the National Assembly session shall be recorded in the session minutes and the session minutes, except in cases of absence to perform the duties of the National Assembly session as prescribed by law and a National Assembly resolution.
