On June 24, Mr. Nguyen Tuan Ha - Permanent Vice Chairman of Dak Lak Provincial People's Committee signed a decision on transferring the status quo of 14 District-level Project Management Boards (PMs) to the Dak Lak Provincial Traffic and Rural Development InvestmentPMs (Board A).
The District-level Project Management Boards after being transferred to Board A are public service units under Board A; have legal status, have their own seal and account to perform tasks according to the provisions of law. District-level Project Management Boards maintain the same level of financial autonomy as before the transfer.
After moving to Board A, the Project Management Boards will be named: Project Management Board for Investment and Construction of Buon Ho, Ea H'leo, Ea Sup, Krong Nang, Krong Buk, Buon Don, Cu M'gar, Ea Kar, M'drak, Krong Pac, Krong Bong, Krong Ana, Lak, Cu Kuin.
Board A is assigned to preside over the reception of personnel, assets, finances, and projects from district-level Project Management Committees for management and operation in accordance with regulations; Assign the leaders of Board A to be responsible for and manage the activities of district-level Project Management Committees to ensure the completion of assigned tasks.
The responsibility of the District-level Project Management Boards is to compile statistics, compile a list of projects, project implementation progress, assets, finance, personnel, documents, and related records and organize the handover to Board A; be responsible before the law for data, information, records and handover content.
The Department of Agriculture and Environment, the Department of Construction, and the Department of Finance are assigned to review the implementation of projects approved by the Chairman of the District People's Committee, finalize, and assign investment capital plans, investment capital sources, etc. to advise the Provincial People's Committee to handle them according to regulations, ensuring no work interruption.
In addition, the Department of Finance is also responsible for guiding Board A in allocating and receiving assets and finances from district-level Project Management Boards.
It is expected that the plan to arrange working headquarters will meet the scale of the unit when implementing the arrangement of district-level Project Management Boards.
The Department of Finance also presides over and coordinates with relevant departments, branches and units to remove difficulties and obstacles in the process of receiving the handover, ensuring the quality and progress of public investment projects and works.
