From July 1, 2025, the two-level local government model (provincial and commune levels) will officially operate according to the regulations of the Ministry of Home Affairs.
In particular, in the field of education, the management of public kindergartens, primary schools and secondary schools will be transferred from the district level to the commune level.
Mr. Phan Thanh Hai - Director of the Department of Education and Training (DET) of Dak Nong province said that the commune government is the place closest to the people and most close to reality.
This transfer is not only an administrative management reform but also marks a change in the thinking of educational management.
Previously, issues such as teacher recruitment, mobilization and budget allocation often had to go through many intermediaries.
From July 2025, these tasks will be the responsibility of the commune government according to a clear decentralization from the province.
According to the new regulations, the Chairman of the People's Committee at the commune level will have the right to recruit preschool teachers according to the approved staffing.
The commune level will also decide on the number of labor contracts for positions in schools.
This is a turning point change, helping to overcome the situation of stagnation in personnel work.
Teacher Tran Thi Hien from Dak D'ro Secondary School, Krong No District shared that when the commune has the right to recruit, schools will be more flexible in finding teachers suitable for local characteristics.
Deputy Head of the Department of Education and Training of Gia Nghia City - Mr. Nguyen Khac Nghi also said that this transfer will help the locality be more proactive in developing education in accordance with actual needs.
Vocational education and continuing education centers currently under the district-level People's Committees will be transferred to the Department of Education and Training.
These centers will be reorganized to provide educational services to clusters of communes and wards, in line with the orientation of building an open and flexible education system.
Dak Nong province is also actively reviewing facilities, number of students and teacher quotas to develop a roadmap for budget allocation, ensuring stable operations for schools.
According to the plan, from the third quarter of 2025, the departments of education will gradually transfer tasks not under professional management to the People's Committees at the commune level.
During the transfer process, Dak Nong province affirmed the principle of not leaving any gaps in responsibility and ensuring that the rights of learners are not disrupted.
Schools will continue to operate normally, and all benefits for teachers and students will be paid in full and on time.
Mr. Phan Thanh Hai affirmed that the implementation of the two-level local government model is an important turning point in reforming the administrative apparatus, towards compactness, efficiency and closeness to the people.
Decentralization to the commune level is not only a change in management but also a change in action thinking, placing learners, teachers and the community at the center.
