In the spring of 1930, when founding the Communist Party of Vietnam, leader Nguyen Ai Quoc - Ho Chi Minh clearly stated the ideal and strategic goal of the Party and the nation was: To make the South completely independent, to move towards a communist society.
To achieve that noble goal, the Party must rely on the people's strength, lead the entire people, He wrote: "The Party is the vanguard of the proletarian class, must conquer the majority of its class, must make its class lead the people"(1).
Comrade Tran Phu, the first General Secretary of the Party, clearly stated the necessity of "having a Communist Party with a correct political line, disciplined, focused, closely connected with the masses, and experienced struggle to grow up" (2).
The Party's close connection with the people from the beginning has been an inevitable requirement, a principle in Party building and performing the Party's leadership role. That is also the revolutionary nature, the origin of the strength and glorious tradition of our Party and the nation.
The correct leadership of the Party and the Party is truly for the people and for the country, then the whole people can be conquered and united, and it is also this that consolidates the people's sustainable belief in the Party's leadership, both when the revolution is favorable and when facing many difficulties and challenges.
In the first revolutionary movement in the 1930s-1931s, the Party led workers and farmers to resolutely fight with important achievements, land for people to plow, and the form of revolutionary government (Nghe Tinh Soviet) was born.
The French Empire and its feudal henchmen brutally suppressed in blood and fire, and the revolutionary movement suffered heavy losses. General Secretary Tran Phu was captured by the enemy on April 18, 1931. Leader Nguyen Ai Quoc was arrested and imprisoned on June 6, 1931. In that heavy trial, the people still firmly believed that the Party and the revolution would recover and develop.
On January 28, 1941, leader Nguyen Ai Quoc - Ho Chi Minh returned to the country with the Central Party directly leading the revolution. The Party united the entire people in the Viet Minh Front to advance to seize power and gain independence. The August Revolution of 1945's success was the right combination of the Party's leadership and the highest promotion of the strength of the people and nation "bringing our strength to liberate ourselves".
The August Revolution was successful, the Democratic Republic of Vietnam State was born (now the Socialist Republic of Vietnam), and the Party became the ruling party. Foreign enemies and internal enemies tried their best to sabotage, the country's situation was "on the brink".
The people believe in the leadership of the Party and Uncle Ho who will surely lead the Vietnamese revolutionary ship through all ups and downs. The Party leads and holds power through the State, Government, National Assembly and authorities at all levels. The people promote their right to mastery to participate in the National Assembly elections (the first general election elected the Vietnamese National Assembly on January 6, 1946), build the government, and support the Government politically and materially. In the conditions of the ruling Party, the relationship between the Party, the Government and the people is decisive for success. "Without the people, the Government will not have enough forces. Without the Government, no one will lead the way. Therefore, the Government and the people must unite into a bloc" (3).
With the historic Dien Bien Phu victory, the Geneva Accords, the North was liberated and moved towards socialism; the South was still ruled by the US-puppet government. In the years 1954-1959, compatriots and comrades in the South had to go through pain and losses but firmly believed in the Party's leadership. The Central Committee issued Resolution No. 15, the South "overcame the storm" to carry out the historic confederation, opening a new period of development for the cause of national salvation.
In 1972, the invaders frantically destroyed Quang Tri and Hanoi Capital. The people of the whole country firmly believed that the Party would lead the whole country to implement President Ho Chi Minh's strategic ideology of "fighting to get the Americans out, fighting to make the puppets collapse" to bring the cause of independence and unity to complete victory.
The country is unified, the Party leads the people of the whole country to build socialism. The dangerous challenge comes again, "North flood, South flood. Border swamp blood" (To Huu). Compatriots and soldiers across the country focus their strength on the border, fighting and sacrificing for the integrity of the Fatherland and helping the Cambodian nation escape the disaster of genocide and revive the country. In the context of socio-economic crisis, the Party and the entire people of the country promote intelligence and creativity to find new directions for the country, for the lives of the people.
The 6th Party Congress (December 1986) decided on the direction of comprehensive renovation of the country, meeting the aspirations, interests, and beliefs of the people. The 6th Congress summarized the major lessons in the Party's leadership, in which the top lesson is that in all its activities, the Party must thoroughly grasp the ideology of "taking the people as the root", building and promoting the right to mastery of the working people.
The VI Congress believes that the feelings and beliefs of the people in the Party are very special both when victorious, when difficult, and when the Party has shortcomings. "In the circumstances where the Party has mistakes and shortcomings, the people still earnestly expect the Party to overcome mistakes and bring the country forward. Our Party cannot disappoint that expectation of the people" (4).
The VI Congress emphasized: Our Party has no other purpose than to fight for the happiness of the people.
That is a lesson throughout the Party's leadership process from 1930 to present, especially in the renovation process. It is also a profound guideline of President Ho Chi Minh: "The Party is not an organization to be a mandarin to get rich. It must fulfill the task of liberating the nation, making the Fatherland rich and strong, and making compatriots happy" (5). Ho Chi Minh emphasized: "Besides the interests of the nation, of the Fatherland, the Party has no other interests" (6).
In the process of renovation, the Party and State focus on innovating economic mechanisms and policies, developing a socialist-oriented market economy, industrializing and modernizing the country, for a prosperous people and a strong country. Caring for the social security system, policies for people with meritorious services, wounded soldiers, and families of martyrs. Poverty reduction program from the early 1990s; Program 135 from 1998 to build electricity, roads, schools, and stations in mountainous and difficult areas; Program 134 (2004) on supporting production land, residential land, housing and domestic water for poor ethnic minority households with difficult lives; New rural construction program from 2009...
In 2015, the United Nations summarized 8 Millennium Development Goals implemented since 2000, Vietnam was a typical country with many goals completed ahead of schedule. People's lives were improved in all aspects. When renovation began in 1986, Vietnam's average income per capita was only about 150 USD. In 2025, income per capita was more than 5,000 USD. The Party and State led the people to overcome the COVID-19 pandemic in 2020-2021, overcome unprecedented natural disasters in 2024 and 2025. Implementing the program to eliminate temporary and dilapidated houses nationwide; the Quang Trung campaign to quickly build houses for people in storm and flood areas, all showing the people-oriented nature of the Party, State and socialist regime.
The consistent viewpoint of the Party and State is: people and people are at the center, putting national and ethnic interests first and foremost. All guidelines, policies, and laws are aimed at serving the people, for the happy life of the people. Ensuring the best social security, taking care of the lives of policy families, poor and near-poor households, vulnerable people, disabled people, and the elderly.
Implementing Resolution No. 71-NQ/TW of the Politburo on developing education and training, waiving tuition fees for general education students, building schools in border areas, and subsidizing meals for students in difficult areas.
Implementing Resolution No. 72-NQ/TW of the Politburo on caring for and protecting people's health, health insurance, exemption and reduction of hospital fees and periodic medical examinations for people, and disease prevention and control. All policies are for people, for the people, so that no one is left behind.
The people firmly believe in the Party, because the Party has a correct Platform, guidelines, strategies, tactics, and appropriate revolutionary methods, so it has led the entire people and the revolutionary cause from one victory to another, for independence and freedom, for socialism, for the happiness of the people. That is the basic thing.
Uncle Ho affirmed: Since having the Party, our people have always followed the Party, very loyal to the Party. That is the precious thing of our Party and our people. The Party always shows steadfast bravery in the face of difficulties and challenges in the country and world fluctuations, steadfast in communist ideals and the revolutionary path that the Party and Uncle Ho have chosen.
The Party's bravery consolidates the people's trust. The people believe in the Party, because cadres and party members are resilient communists, upholding the virtue of sacrifice for revolutionary ideals, for the people, for the country. The Party has the great leader Ho Chi Minh and many great prestigious leaders.
In building and developing the country along the path of socialism, the leaders of the Party and State are always at the forefront in innovating thinking, decisiveness, and creativity. Cadres and party members uphold the responsibility of setting an example, and there are many bright examples followed by the people. The people believe that the Party is also determined to fight against the degradation of political ideology, morality, lifestyle, "self-evolution", and "self-transformation" of a part of cadres and party members. The Party has achieved many successes in the fight against corruption, wastefulness, and negativity. The Party's increasingly sustainable relationship with the people is the root of the power of the regime and the country.
The 14th Party Congress opened a new era for the nation for a powerful, prosperous, civilized country and an increasingly happy people's life. Striving to have high average income by 2030 and high income by 2045. The 14th Congress also decided to summarize 100 years of Party leadership and 40 years of implementing the Platform for building the country in the transitional period to socialism.
These important summaries aim to clarify the theory and practice of the leading and ruling Communist Party of Vietnam, the revolutionary and scientific nature of the Party, and at the same time develop awareness of the role of the masses in history, clarifying the development laws of the revolution and the Vietnamese nation led by the Communist Party of Vietnam.
