In his closing speech, Politburo member and National Assembly Chairman Tran Thanh Man said that the 9th Extraordinary Session of the 15th National Assembly has completed the content of the proposed program.
According to the National Assembly Chairman, on the basis of closely following the Party's policies and resolutions, democracy discussed and institutionalized them into laws; along with the spirit of being receptive, listening, and studying carefully to explain, absorb, and revise the drafting agency and the review agency; at this Session, the National Assembly reviewed and approved 4 laws including: Law on Government Organization (amended); Law on Organization of Local Government (amended); Law on amending and supplementing a number of articles of the Law on Organization of the National Assembly; Law on Promulgation of Legal Documents (amended); Resolution on handling a number of issues related to the arrangement of the State apparatus and 4 Resolutions to implement the arrangement of the apparatus of the National Assembly and the Government for the 15th National Assembly term; 6 Resolutions to promote the socio-economic development of the country and a number of key projects and public policies for the country.
This is an important milestone in the process of law-making, very important to serve the revolution of arranging and streamlining the apparatus of the political system and promptly removing difficulties and obstacles in terms of institutions and policies, creating breakthroughs to complete infrastructure, promote resources, and create new development space for the locality and the whole country, the National Assembly Chairman assessed.
The National Assembly elected 2 additional comrades to hold the position of Vice Chairman of the National Assembly for the 15th National Assembly term; approved the Prime Minister's proposal to appoint 2 comrades to hold the position of Deputy Prime Minister for the 2021 - 2026 term.
The National Assembly also elected 6 members of the National Assembly Standing Committee; approved the Prime Minister's proposal to appoint 4 members of the Ministers for the 2021 - 2026 term; at the same time, dismissed a number of Ministers and members of the National Assembly Standing Committee to take on other tasks.
The National Assembly Chairman requested agencies, units and localities to urgently organize implementation with a proactive, creative, determined, and resolute spirit, speaking in parallel with doing. The Government is requested to make the highest efforts to develop plans and documents detailing the content assigned in laws and resolutions of the National Assembly; agencies urgently review to amend and supplement specific content in legal documents related to the arrangement of the apparatus that need to be handled immediately, with specific characteristics, but cannot be handled according to general principles to issue according to their authority.
The National Assembly believes that, under the leadership of the Party; the participation of the entire political system, all levels and sectors; the solidarity and efforts of the entire Party, people, army and business community, our compatriots abroad, our country will certainly overcome all difficulties and challenges, successfully carry out the set goals and tasks, meeting the trust and hopes of voters, people nationwide, and our compatriots abroad.
National Assembly Chairman Tran Thanh Man also respectfully thanked the National Assembly deputies for raising their sense of responsibility, discussing enthusiastically, and resolutely addressing difficult contents with wide ranges of impact; under special conditions, under pressure from time, but with the requirement to ensure consistency, tightness, and implementation in practice, the National Assembly deputies all showed great support and determination, with many frank and valuable opinions in both theory and practice.
Many National Assembly deputies commented that the draft laws submitted to the National Assembly this term have many new issues, correct and accurate, concise and easy to understand, in line with the spirit of innovation in law-making thinking from the 8th Session of the 15th National Assembly; affirming timely policy decisions, necessarily objective, correct, long-term vision, and convincing basis of the Party and State; have grasped the correct flow, no hesitation, no hesitation, and hesitation to urgently overcome shortcomings, obstacles, and bottlenecks that slow down the development of the country. At a time of great historical significance for the nation, there must be historical decisions, making breakthroughs for the development of the country.
