On October 13, the Government Office announced that the Government had just issued Resolution 316/NQ-CP at the regular Government meeting in September 2025 and an online conference with the Government and localities.
Regarding the implementation and operation of the two-level local government model, the Government basically agreed with Report No. 8945/BC-BNV dated October 4, 2025 of the Ministry of Home Affairs on the implementation and operation of the two-level local government model.
The Government requires ministries, agencies and localities, according to their assigned functions, tasks and powers, to thoroughly grasp and strictly implement the resolutions and conclusions of the Politburo, the direction of the Government and the Prime Minister on the arrangement of administrative units and the implementation of the 2-level local government model.
Thereby promptly removing difficulties, overcoming inadequacies, conflicts, and overlaps in regulations related to the operation of the new apparatus, especially at the grassroots level.
Actively advise on amending and supplementing legal documents related to the arrangement of administrative units at all levels and the organization of local government at both levels.
Promote decentralization and delegation of authority along with resource allocation and design of monitoring and inspection tools. Promote administrative procedure reform; strengthen inspection, guidance, and training of expertise and profession; review and streamline the internal apparatus, ensure smooth, effective, and efficient operation, without interruption or omission of tasks.
The People's Committees at the provincial and commune levels closely follow the directives and orientations of the Steering Committees for the implementation of the arrangement and reorganization of administrative units at all levels and the development of a 2-level local government model; guiding documents of the Ministry of Home Affairs and based on specific and practical conditions to arrange and assign cadres, civil servants and public employees, ensuring sufficient arrangement at the grassroots level to effectively perform assigned functions and tasks, meeting the requirements of state management in the area, to be completed in October 2025.
Review and promptly deploy assigned tasks, report to competent authorities on completed tasks and work; speed up the progress of completing specialized data to promote digital transformation, have solutions to overcome disruptions, lack of connection and connectivity between databases, ensure consistency in reporting information.
The Ministry of Home Affairs shall preside over and coordinate with the Ministry of Construction to urgently submit to the Government for promulgation a Decree on the classification of administrative units, submit to the National Assembly Standing Committee on administrative unit standards and urban standards, to be completed in October 2025.
The Government also requires the completion of the salary and allowance project, reporting to the competent authority for decision to apply consistently in the political system.
The Ministry of Finance reviews and guides localities to remove obstacles related to finance, public assets, and facilities, urgently implement tasks assigned by the Prime Minister in Official Dispatch No. 180/CD-TTg dated September 30, 2025; report to competent authorities on issues beyond their authority (if any).
