In the process of asking for suggestions for the Law on Cadres and Civil Servants (amended), the Ministry of Home Affairs referred to the way of many countries around the world and offered some suggestions for raising civil servants and promoting professional titles for Vietnam.

The Ministry of Home Affairs said that in Vietnam at present, the organization of rank promotion has some inadequacies.
Firstly, the exam has not really assessed the competency of the candidate, the general knowledge subject is still heavy on the knowledge of memorization, not reflecting the understanding and capacity of civil servants.
Secondly, there is a phenomenon of civil servants who study ethnic minority certificates to be exempted from foreign language exam, however, the job position does not need to use foreign languages or ethnic minorities.
Third, the competition rate and sliding in the ranking exam are very low. At the same time, organizing costs for cost expenses due to the completion of computer, foreign language, ethnic language certificates, fostering according to the rank, time and effort and easy to arise negatively.
In addition, civil servants take part in the main purpose of raising the purpose of raising wages, not focusing on meeting the job requirements of the higher rank.
The Ministry of Home Affairs said that the review of rank promotion on the basis of "having outstanding achievements in public service activities during the time of holding the current civil servant rank, recognized by the competent authority" is not consistent with the regulations related to the rotation of cadres and civil servants holding the position of management of management and the transfer of job position.
The rotation and change of job positions, mobilizing civil servants affecting the transformation of civil servants (experts to inspectors, executives, investigators ...) while the achievements achieved during the period of holding the rank before the conversion, although still has the equivalent value but not the current civil servant rank ...
Therefore, the Ministry believes that it is possible to consider removing the rank promotion exam, instead of reviewing civil servant ranks on the basis of the ability to work and achievements in the old rank.
According to the Ministry of the Interior, many countries shall consider promoting to show the career development path of officials.
For Vietnam, the situation of officials going to school to improve professional qualifications and complete the types of certificates according to professional title standards. The promotion of officials mainly solves the problem of raising wages, has not reflected the nature of promotion.
The Ministry of the Interior takes for example high schools, there is no difference in the quality of teaching of teachers of 3rd and 2nd class teachers, in the field of health; The third and second -class doctors also have no differences in working capacity.
Therefore, the Ministry of Home Affairs proposes Vietnam to consider raising wages for officials and abandoning the mechanism to consider promotion of professional titles.
