On the afternoon of November 21, the National Assembly discussed in the hall about the organization of urban government in Hai Phong city.
Discussing this content, delegate Pham Van Hoa (Dong Thap delegation) expressed his agreement with the urban government model in Hai Phong City as proposed by the Government. The delegate proposed that when implementing the urban government model, Hai Phong City should be allowed to increase the number of full-time People's Council delegates.
The reason, according to the delegate, is that when implementing the urban government model, there will no longer be People's Councils at the district and ward levels, so the City People's Council will be responsible for supervising up to the ward level.
“If we carry out supervision work, we must raise our sense of responsibility and have a higher number of full-time delegates to carry out our duties and powers. Therefore, increasing the number of full-time delegates is necessary,” the delegate analyzed.
According to the draft Resolution, on the model of urban government organization in Hai Phong City, the local government in districts and wards in Hai Phong City is the People's Committee of the district and ward and is the state administrative agency in the district and ward (not organizing the People's Council of the district and ward).
In addition, the draft Resolution assigns the City People's Committee to decide on the establishment, reorganization, dissolution, and renaming of the regulations on functions, duties, and powers of specialized agencies of the District People's Committee and ensures that the maximum number of specialized agencies as prescribed is not exceeded.
The delegates agreed because according to the Law on Local Government, this authority is decided by the People's Council at the district level, but since there is none, it is appropriate to assign the People's Council at the city level to implement it.
Regarding the number of Vice Chairmen of District People's Committees, delegate Pham Van Hoa said that for Hai Phong City, the population of the districts is not much, so he suggested that Hai Phong City consider arranging only 2 Vice Chairmen. According to the delegate, the cities directly under the province, with a larger population than the districts of Hai Phong, only have 2 Vice Chairmen.
According to the draft Resolution, the organizational structure of the People's Committees of districts and wards in Hai Phong City is as follows:
- The organizational structure of the District People's Committee includes: Chairman of the District People's Committee, Vice Chairman of the District People's Committee, Chief of the District Police, Commander of the District Military Command, specialized agencies under the District People's Committee, other administrative agencies and public service units under the District People's Committee.
- The organizational structure of the Ward People's Committee includes: Chairman of the Ward People's Committee, Vice Chairman of the Ward People's Committee, Commander of the Ward Military Command, Chief of the Ward Police, and other civil servants working at the Ward People's Committee.
At the same time, to ensure effective and comprehensive leadership and direction of the work of the District and Ward People's Committees in the absence of District and Ward People's Councils, the draft Resolution stipulates: The number of Vice Chairmen of the District People's Committee shall not exceed 3 people; the number of Vice Chairmen of the Ward People's Committee shall not exceed 2 people.
