In the afternoon of August 22, the National Assembly discussed in the hall the direction for building the draft Law on State Budget (unified).
Contributing opinions on the source of salary expenditure, delegate Nguyen Khanh Vu (National Assembly Delegation of Quang Tri province) said that Resolution No. 27 of the Central Government has identified the goal of salary policy reform to ensure that cadres, civil servants, and public employees can live on their salaries.
However, this delegate expressed concern that the draft has not institutionalized the principle of prioritizing resource allocation for salary policy.
Supplementing the source of salary reform is ranked as the third priority, or rather the last when allocating sources to increase revenue, after reducing the deficit and supplementing the financial reserve fund" - delegate Nguyen Khanh Vu cited.
In addition, the delegate also pointed out that Article 62 of the draft only stipulates salary payments as "a clause that is not delayed in the temporary allocation mechanism at the beginning of the year". However, this is a principle that is more a situational solution than the principle of proactively managing the budget.
The current base salary is 2.53 million VND/month, accordingly, civil servant type A1 level 1, which represents civil servants applying university level, has a starting salary of about 5.92 million VND per month.
In the private sector, according to the provisions of the Labor Code and Decree No. 29/2025, the regional minimum wage currently ranges from 3.7 to 5.31 million VND/month.
The above figures show that the minimum income of workers in both the public and private sectors is under great pressure, especially in large urban areas" - the delegate said.
With the above analysis, this delegate proposed that the National Assembly consider supplementing the principle of prioritizing balance and allocating budget resources for the public sector salary policy.
At the same time, study amending the salary policy in the Labor Code for the private sector.
The proposal of these two policies aims to ensure that cadres, civil servants, public employees in the public sector and workers have enough to live on their own salaries, ensuring harmony with sustainable development.
The delegate from the Quang Tri delegation also proposed to amend the draft in the direction of increasing the priority order of supplementing the source of salary policy implementation in the plan to use the source of increased revenue and reduced state budget expenditure annually, instead of leaving the principle of salary spending at the last position as in the draft.
Contributing more opinions, delegate Pham Van Hoa (Delegation of National Assembly Deputies of Dong Thap province) proposed to allow localities to spend from the budget reserve source, specifically the source for salary reform.
According to the delegate, we regularly increase salaries, and currently the salary increase reserve fund is not small, so localities should be allowed to spend.
The fund to ensure salary reform spending must be guaranteed, but instead of keeping it in the safe, now let it be spent, then collect other revenues to supplement and allocate appropriately. Keeping it in the safe will not promote and is unreasonable" - delegate Pham Van Hoa proposed.
