The Ministry of Home Affairs received petitions from Ho Chi Minh City voters transferred by the National Assembly's Committee for Petitions and Supervision after the First Session of the 16th National Assembly.
Accordingly, voters proposed to pay attention to studying policies to adjust salaries in accordance with market price fluctuations, ensuring the actual lives of workers, officials, and civil servants.
Regarding the salary regime for cadres, civil servants, public employees and armed forces, the Ministry of Home Affairs said that this agency has chaired and coordinated with relevant ministries and agencies to submit to the Government for promulgation Decree No. 07/2026/ND-CP and Decree No. 161/2026/ND-CP.
At the same time, the Minister of Home Affairs issued Circular No. 23/2025/TT-BNV; Circular No. 24/2025/TT-BNV; Circular No. 13/2026/TT-BNV and Circular No. 15/2026/TT-BNV.
The above content is aimed at performing the tasks assigned by the Politburo in Conclusion No. 206-KL/TW dated November 10, 2025, to promptly implement some contents of the salary regime for cadres, civil servants, public employees and armed forces after arranging the organizational structure and organization of local government at 2 levels.
In addition, based on Conclusion No. 76-KL/TW, in the coming time, the Ministry of Home Affairs will preside over and coordinate with relevant agencies to report to competent authorities for consideration and adjustment of the public sector salary regime.
This adjustment ensures compliance with the consumer price index, economic growth rate and the capacity of the state budget, in order to partially improve income, encourage and motivate cadres, civil servants, and public employees to complete assigned tasks.
At the key officials' conference to assess the implementation of tasks in the first 7 months of the year and deploy key tasks for the last months of the year of the Ministry of Home Affairs, Chief of Office of the Ministry of Home Affairs Bui Huy Tung also mentioned a number of key tasks in the coming time. Among them, there is the task of focusing on building a Project on reforming salary and social insurance policies, and continuing to complete the dossier of the Law amending and supplementing a number of articles of the Law on Social Insurance.
