On the afternoon of June 3, the National Assembly Standing Committee gave its opinion on the reception, explanation, and revision of the draft Law on Organization of Local Government (amended).
Chairman of the National Assembly's Committee on Law and Justice (UBPLTP) Hoang Thanh Tung summarized the report on the draft law.
One of the notable contents is the organization of local government in wards of Hanoi City after the law takes effect.
According to Chairman Hoang Thanh Tung, unlike the urban government model currently implemented in Ho Chi Minh City and Da Nang according to Resolution No. 131/2020/QH14 and Resolution No. 136/2024/QH15 of the National Assembly, in Hanoi, there is currently no organization of Ward People's Councils (HDND) but still organizing District People's Councils according to the provisions of the Capital Law.
Meanwhile, according to Resolution No. 60-NQ/TW and the conclusions of the Politburo, the Secretariat on the model of local government at two levels, at the provincial and commune levels, both organizes People's Councils and People's Committees.
Therefore, the Government and Hanoi City propose that when this law comes into effect, the application of the 2-level local government organization model according to the provisions of the law can be implemented immediately in Hanoi as in other provinces.
In which, it is allowed to organize the ward People's Council in Hanoi on the basis of arranging and arranging the number of representatives of the People's Council of the district and town for the term 2021-2026 and the People's Council delegates in the communes that are imported to wards and the position of leaders of the People's Council will be appointed to join the People's Council according to the provisions of transitions at the Resolution amending and supplementing a number of articles of the 2013 Constitution to operate until the end of the term 2021-2026.

According to this plan, each ward out of a total of 51 wards established after the reorganization in Hanoi city is expected to have at least 10 People's Council delegates
The duties and powers of the Ward People's Council after the reform will be implemented according to the provisions of Chapter VI of the draft law.
The Standing Committee of the Committee of the PLTP found that the plan and proposal of the Government and Hanoi City have been calculated very detailed, thorough, grounded, can be implemented.
This will create favorable conditions for local authorities in wards to soon improve and stabilize their organization and staff, better ensure the people's right to represent and perform the supervisory function in the area as well as contribute to preparing and organizing the election of National Assembly deputies and People's Council delegates for the next term well.
Based on the direction and conclusion of the National Assembly Standing Committee on this content, the Standing Committee of the Standing Committee of the Committee for Agriculture and Rural Development will continue to coordinate with the drafting agency to revise specific relevant regulations in the draft law.
At the same time, in order to ensure a solid political basis, the Standing Committee of the PLTP proposes to report and consult the competent authority on this content before submitting to the National Assembly for approval.
However, with the reported data of Hanoi City, the number of key positions appointed by the Ward People's Council in special cases stated in Conclusion No. 150-KL/TW dated April 14, 2025 of the Politburo is very large.
Accordingly, it is expected that 146 people in special cases who are not People's Council delegates will be appointed to hold the positions of Chairman, Vice Chairman, and Head of the Ward People's Council. Therefore, it is necessary to report to the Politburo for approval on this issue.
If approved by the National Assembly, this law will take effect from July 1, 2025. Thus, from July 1, 2025 until the end of the 2021-2026 term, local governments in wards under Hanoi will fully organize People's Councils and People's Committees.
