Deputy Prime Minister Pham Thi thanh Tra - Deputy Head of the Standing Committee of the Steering Committee for the implementation of the arrangement and reorganization of administrative units at all levels and the development of a model of organizing local government at both levels - has just issued Official Dispatch No. 171/CV-BCD to the Chairmen of the People's Committees of provinces and cities on the final settlement of difficulties and problems at the commune level when operating the local government model (CPD) at both levels.
Regarding the improvement of the organizational apparatus and the team of cadres, civil servants and public employees at the commune level, the Government Steering Committee requests the Party Committee and the Party Committee to identify this as a key, urgent task in the short term and long term, requiring focus on leadership, direction, and basicly removing difficulties. This task needs to be completed before December 31 according to the direction of General Secretary To Lam.
Chairmen of People's Committees of provinces and cities urgently direct the completion of the organizational apparatus; arrange and establish new public service units at the commune level in accordance with the Central Government's policies, legal regulations and in accordance with the practical situation in the locality.
Continue to focus on supplementing and arranging enough professional cadres and civil servants at the commune level to enhance management capacity, operation and quality of service to people at the grassroots level, strongly shifting from passive to proactive state, from management to governance and creating, developing the socio-economy, caring for people's lives.
Localities need to proactively implement measures (such as recruitment, transfer, rotation or signing labor contracts) to do professional and technical work according to the provisions of law and the instructions of the Ministry of Home Affairs. This is to supplement specialized human resources at the commune level (especially human resources with experience in land management, planning, construction, finance, information technology, education management, health care, etc.).
Strengthen the organization of professional and technical training courses for commune-level cadres and civil servants; study support policies in accordance with local budget capacity for cadres and civil servants who have to travel to work far away to new administrative centers in the early years.
Regarding facilities, headquarters and public assets, the Government Steering Committee requires continuing to review, compile statistics, arrange, arrange and handle headquarters and public assets of agencies, organizations and units under its management; renovate and purchase public assets according to regulations and instructions of the Central Government, ensuring sufficient facilities and equipment for commune-level operations.
Localities must thoroughly overcome the shortage of equipment and means of work, especially conditions for transmission lines and connecting signals; complete digital infrastructure, digital platforms, digital data to ensure smooth connection between grassroots trade unions.
Promote administrative procedure reform, implement administrative procedure reduction and simplification, especially internal administrative procedures; focus on digital transformation, standardize work processes, ensure quick, public, transparent settlement, creating convenience for people and businesses.
The Government Steering Committee recommends that localities continue to assess the feasibility and implementation of laws on decentralization, delegation of authority, and division of authority at the commune level to promptly adjust and guide according to their authority or propose competent authorities to amend and issue new documents accordingly.
