At the session, delegates voted to pass the Resolution on confirming the election results for the position of Chairman of the District People's Council, term 11, 2021-2026 for Mr. Bui Tuan Manh, Standing Deputy Secretary of the Cat Hai District Party Committee; election of the position of Chairman of the District People's Committee, term 11, 2021-2026 for Mr. Phan Viet Dien, Deputy Secretary of the Cat Hai District Party Committee.
Previously, the delegates voted to dismiss Mr. Hoang Hong Luan from the position of Chairman of the District People's Council, term 11, 2021-2026 due to retirement from social insurance benefits; dismiss Mr. Bui Tuan Manh from the position of Chairman of the Cat Hai District People's Committee, term 11, 2021-2026 due to job transfer.

The Standing Committee of Hong Bang District Party Committee decided to merge the District Party Committee's Propaganda Department and the District Party Committee's Mass Mobilization Department into the District Party Committee's Propaganda and Mass Mobilization Department. At the same time, Ms. Cao Thi Thanh Xuan, member of the Standing Committee of the District Party Committee, Head of the District Party Committee's Propaganda Department, Director of the District Political Center, was appointed to the position of Head of the District Party Committee's Propaganda and Mass Mobilization Department from March 1, 2025.
The conference also announced the decisions to appoint Mr. Nguyen Van Quy as Head of the District Department of Internal Affairs; Mr. Nguyen Thai Hoa as Head of the District Department of Economics, Infrastructure and Urban Areas; Mr. Pham Xuan Viet as Head of the District Department of Culture, Science and Information.
The district also announced the decision to merge 3 public service units including: Land Fund Development Center, Construction Investment Project Management Board and District Market Management Board to establish the Land Fund Development and District Project Management Center. Along with that, carry out the assignment, transfer, and appointment of related officials.
Up to now, through the arrangement of Hong Bang district, it has completed reducing 1/5 of the specialized service advisory agencies of the District Party Committee to 4 agencies, equal to 20%; reducing 2/12 specialized departments under the District People's Committee to 10 agencies, equal to 16.67%; reducing 3/5 public service units under the District People's Committee to 2 units, equal to 60%.
