Commenting on the transfer and transfer of teachers in public educational institutions, Vice Chairman of the National Assembly Tran Quang Phuong suggested studying and making clearer regulations.
The Vice Chairman of the National Assembly raised the issue that there have been many cases of working in mountainous areas for 3 years and applying for transfer, but in many places they do not agree with many different reasons. Therefore, there is a situation where the teacher has posted the version for 10-20 years. Now that the Law on Teachers is made and the Law on Education must resolve this issue later.
"The superior state management agency has the right to mobilize teachers for 3 years to other conditions to implement outstanding policies for this group. If it is not the same again, teachers will still have copies for 10 years and 20 years" - said the Vice Chairman of the National Assembly.
The State management agency that mobilizes teachers from the lowlands to the lowlands must also do the same as the army. The thing is that we have to leave, if we don't go, we will quit.
“Husband but discipline must be strict. In the army, many volunteers go to the mountains, but to be honest, even if the regime is high, they still have sacrifices to contribute, no one wants to be away from home" - the Vice Chairman of the National Assembly stated.
Mr. Tran Quang Phuong suggested designing in case it cannot be transferred, the state agency has the right to transfer it from the lowlands to the lowlands, from the disadvantaged areas to the favorable. For example, District A will become a mountainous district of B when it has been 3 years and can return to District C in the plains.
Acquiring and explaining the opinions, Minister of Education and Training Nguyen Kim Son said that this is a new law, a crowded teacher force, and desires much. Many opinions mentioned the recruitment issue, in the spirit of decentralization, which will be strongly decentralized.
Minister Nguyen Kim Son said that the draft law has provided opinions on direct decentralization to educational institutions or to educational management agencies.
The reason for decentralization is correct, the spirit is correct, however, over 63 provinces and cities with more than 50,000 different educational institutions.
"It is also an educational institution, but kindergartens and secondary schools are different. Or a middle school or in Hanoi and a middle school in mountainous areas are different. Therefore, assigning schools in remote areas to recruit teachers is easily a disaster" - Minister Nguyen Kim Son said.
The Minister raised the issue of a kindergarten and a primary school in remote areas, assigning them to recruit civil servants, what are the regulations on civil servants? Not just give them the right to recruit, they can do it.
"Having a primary school that my teacher has never recruited, struggling to establish a council, not having enough people to make a contest council, giving them exam questions, assessments, inspections, and inspections, this will be too much for them. Therefore, for educational institutions that are able to bear the burden, we should boldly assign them recruitment, and for other facilities that are not capable, we should be more flexible" - Minister Nguyen Kim Son shared.
Regarding Vice Chairman Tran Quang Phuong's opinion on strengthening the transfer nationwide and stronger policies, Minister Nguyen Kim Son expressed that the education sector also wishes the same, but education is different from the transfer of the military sector.
Because according to Mr. Son, the Ministry of Education and Training does not directly manage civil servants but assigns them to the provincial level. Currently, for the provincial level, in different districts, only high school can be mobilized, and for primary school, this district cannot transfer to another district.
"This bill is proposing a policy to assign to the department level so that it can be transferred between areas throughout the province. If possible, this is a revolutionary change" - Minister Nguyen Kim Son added.
