The Government issued Decree No. 136/2026/ND-CP amending and supplementing a number of articles of Decree No. 100/2024/ND-CP detailing a number of articles of the Housing Law on the development and management of social housing (NƠXH) which has been amended and supplemented in Decree No. 261/2025/ND-CP and Decree No. 54/2026/ND-CP (hereinafter referred to as Decree No. 100/2024/ND-CP amended).
2 spouses with income not exceeding 50 million VND/month are eligible to buy social housing
Decree 136/2026/ND-CP stipulates that in case the applicant is a single person, the average monthly actual income (according to the confirmed salary and wage table) does not exceed 25 million VND (an increase of 5 million VND compared to the old regulation).
For single people raising children under the age of adolescence, the maximum income is increased to 35 million VND/month (an increase of 5 million VND compared to the old regulation).
For married people, the total average monthly income of the couple does not exceed 50 million VND (an increase of 10 million VND compared to the old regulation).
Expanding the income component for the armed forces
Decree 136/2026/ND-CP also amends and supplements Clause 1 and Clause 2 of Article 67 on income conditions for purchasing and leasing houses for the people's armed forces in the direction of expanding the income component (including regional allowances in remote, isolated, border, and island areas with difficult conditions).
At the same time, changing the method of determining the income ceiling for cases where spouses are not subject to: from a fixed coefficient (1.5 times the colonel's income) to a more flexible formula (colonel's income + salary level specified in point a, clause 1, Article 30):

In case the applicant is a single person, the actual monthly income does not exceed the total income of officers with the rank of Colonel (including basic salary and allowances according to regulations, including regional allowances in remote, isolated, border, and island areas with difficult conditions) certified by the agency or unit where they work and manage.
