The Government has issued Decree No. 304/2026/ND-CP mobilizing scientific and technological (S&T) and technical potential to serve the activities of the People's Police (CAND), effective from October 1, 2026.
Subjects mobilized in technology transfer, scientific research results and technology development according to the provisions of law on S&T, innovation (ĐMST), high technology, technology transfer, data and intellectual property include:
Advanced technology, high technology, strategic technology, core technology, new technology, clean technology;
The right to use scientific research and technological development results, computer programs, databases, business secrets and other intellectual property assets is protected according to the provisions of intellectual property law.
Subjects mobilized to ensure material and technical facilities for training, coaching and scientific research facilities of the People's Public Security Forces include:
Facilities, research and technology development infrastructure, laboratories, testing stations, monitoring stations; essential and specialized technical vehicles and equipment;
Personnel operating facilities, research and development infrastructure, laboratories, testing stations, monitoring stations; essential and specialized technical vehicles and equipment.
Subjects mobilized in ensuring information potential, databases, S&T and technical documents of the People's Public Security Forces include:
Information system, database, documents on S&T, technology;
Personnel operating information systems, databases, documents on S&T, technology; information technology, network security, digital transformation personnel.
Subjects mobilized in strengthening forces, training, and fostering S&T human resources to serve national security protection activities, ensure social order and safety, and fight against crime and law violations include:
General Engineer, Chief Architect of S&T, Innovation and National Digital Transformation; experts, scientists, S&T, Innovation and Digital Transformation talents at home and abroad; teachers teaching in the field of S&T and Innovation; other individuals working in S&T and Innovation;
S&T and innovation management personnel.
The Decree clearly states that during the mobilization period, individuals who are cadres, civil servants, and public employees are entitled to full salaries, bonuses and regimes and policies paid by the personal management agency, and are also entitled to support costs according to the contract agreement with the Ministry of Public Security, up to the current salary.
Individuals who do not receive salaries from the state budget are entitled to remuneration according to the contract agreement with the Ministry of Public Security to ensure commensurate with the assigned tasks, corresponding salary level in the labor market and in accordance with the provisions of law on recruitment and use of General Engineers, Chief Architects on S&T, Innovation and National Digital Transformation, on mechanisms and policies to attract S&T, Innovation and Digital Transformation experts.
In case of having to mobilize overtime, holidays, and public holidays, individuals are entitled to regimes and policies according to the provisions of labor law.
In addition to the regimes and policies specified above, individuals with outstanding achievements are considered for commendation according to the provisions of law on emulation and commendation.
Individuals who suffer personal damage (disease, injury, sacrifice) during the time of performing mobilization tasks are entitled to regimes on medical expenses, accident allowances, specialized risk insurance according to the provisions of law on social insurance and occupational safety and health, or considered for recognition as wounded soldiers and martyrs according to the provisions of law on preferential treatment for people with meritorious services to the revolution.
