Draft Decree amending and supplementing a number of articles of Decree No. 204/2004/ND-CP of the Government on salary regime for cadres, civil servants, public employees and armed forces to adjust leadership position allowances for commune-level leadership positions.
The Ministry of Home Affairs proposes 2 allowance levels for each position: Communes, wards, and special zones of Hanoi City, Ho Chi Minh City and the remaining communes, wards, and special zones.
Accordingly, the allowance for leadership positions at the new commune level is 0.05-0.1 lower than the old district level.
The allowance of the newly proposed commune People's Committee Chairman is 0.6. Level 0.7 is applied to this title in Hanoi and Ho Chi Minh City. This level is 0.35-0.45 higher than the current regulation.
Currently, the salary of commune-level civil servants in 2025 is calculated according to the salary calculation method for commune-level civil servants before the time of administrative unit arrangement at all levels (July 1, 2025).
Pursuant to Point a, Clause 1, Article 3 and Clause 5, Article 1 of Circular 07/2024/TT-BNV, the salary, allowances and fee activities for cadres and civil servants in communes are implemented according to the following formula: Salary = Salary coefficient x Basic salary.
In which, the current basic salary is 2.34 million VND/month as prescribed in Clause 2, Article 3 of Decree 73/2024/ND-CP stipulating the basic salary and bonus regime for cadres, civil servants, public employees and armed forces.
According to Joint Circular 01/2005/TTLT-BNV-BTC, the salary coefficient of the Chairman of the Commune People's Committee is 2.15 and 2.65.
According to the above regulations, the salary of the Chairman of the Commune People's Committee is: 5.031 million VND and 6.21 million VND respectively. This salary does not include other allowances, subsidies, and additional wages.
According to the new allowance proposal of the Chairman of the People's Committee of communes and wards, the income of this group will increase from 819,000 VND to 1.053 million VND if the basic salary is applied at 2.34 million VND/month.
In addition to the title of Chairman of the Commune People's Committee, positions such as Vice Chairman of the Commune People's Committee, department head, deputy department head under the Commune People's Committee are also proposed to increase allowances.
Thus, if this draft Decree is approved, from January 1, 2026, the income of commune-level leadership positions will be adjusted.
