Proposed regulations for considering promotion of civil servants' professional ranks

The Ministry of Home Affairs is seeking comments on the draft Regulations on organizing examinations and recruitment of civil servants and public employees, examinations for promotion of ranks and professional titles of public employees.

The Ministry of Home Affairs is seeking comments on the draft Circular promulgating the Regulations on recruitment and selection of civil servants and public employees, civil servant promotion exams, and the Regulations on organizing recruitment and selection of civil servants and public employees, promotion exams, and promotion of professional titles of civil servants.

In which, the proposed regulations on the organization of the review of promotion of professional titles of civil servants include:

Organization of appraisal of application files for promotion consideration

Members of the Document Appraisal Board assigned to appraise the same application shall conduct a joint appraisal of that application;

Members of the Document Appraisal Board examine the application documents; arrange the application documents in order of standards and conditions for consideration of promotion of civil servant professional titles, and the application appraisal criteria are shown in the Application Appraisal Form prepared by the Council;

Based on the components of the application file and the criteria for evaluating the application file, the members of the Application Evaluation Board shall evaluate whether the application file meets the standards and conditions for consideration of promotion to the professional title of a civil servant and record the evaluation results and related information (if any) in the Application Evaluation Form. The application file components shall only be considered valid if they are originals, originals or notarized copies in accordance with the provisions of law;

In case the application does not fully demonstrate the standards and conditions for consideration of promotion of civil servant professional titles, criteria for assessing the application, and evidence to determine priority in consideration of promotion, the member of the Application Assessment Board shall report to the Head of the Assessment Board for synthesis, report to the Chairman of the Council for consideration, and decide to request the agency or unit nominating the civil servant for consideration, or the civil servant with the application to supplement the application.

In case of additional components of the application dossier, the time limit for additional components is no more than 5 working days from the date of the Council's written request for additional components; cases of additional components of the application dossier after the prescribed time limit will not be resolved, including cases sent by post;

When appraising the dossier, if the members of the Appraisal Board do not agree on the appraisal results, the application and appraisal results of the members shall be transferred to the Head of the Appraisal Board for consideration and decision, or the Head of the Appraisal Board shall summarize and report to the Chairman of the Council for consideration and decision;

The appraisal results of each application are summarized in a general appraisal results summary table signed by the members participating in the appraisal of the application and the Head of the appraisal board;

The Head of the Appraisal Board hands over the appraisal results of each application file, the final summary of appraisal results is sealed in an intact envelope to the Member and Secretary of the Council;

When handing over and receiving (including adding components of the application file, if any), a handover record must be made, with the signatures of the handing over party, the receiving party, the Council representative, and the Supervisory Board representative.
