The Ministry of National Defense is drafting a Circular Regulating the content and training program on emergency situations for the Vietnam People's Army and Self-Defense Militia.
The draft Circular is being widely consulted with organizations and individuals until the end of April 29, 2026.
The draft Circular of the Ministry of National Defense clearly states the expected training time for subjects. In which, Clause 5, Article 5 of the draft Circular mentions the training of militia and self-defense forces.
Accordingly, training a group of lectures on relocating people out of dangerous areas; arresting and handling people and vehicles violating the curfew and other violations of legal regulations; providing relief and support for food, foodstuffs, medicines, and necessities; collecting and treating waste, cleaning the environment; using de-exposed spraying machines.
The training time for emergencies is equal to 2% of the total military training time. The military training time is from 75% to 80% compared to the total training time for each subject.
First year of militia and self-defense forces, training 15 days/year (8 hours/day, 120 hours/year): Training time: 10 hours/year.
Mobile self-defense militia, marine, armed forces (air defense, artillery, information, reconnaissance, engineering, chemical defense, medical) training: 12 days/year (8 hours/day, 96 hours/year): Training time: 10 hours/year.
On-site militia and self-defense forces, training 7 days/year (8 hours/day, 56 hours/year): Training time: 10 hours/year.
Standing militia, Standing militia flotilla, training 60 days/year (8 hours/day, 10 hours/year): Training time: 10 hours/year.
