The Government Office issued Document No. 475/TB-VPCP dated September 11, 2025, announcing the conclusion of Deputy Prime Minister Tran Hong Ha at the working session with the leaders of Ninh Binh province on removing difficulties and obstacles for key projects and works in the province.
Deputy Prime Minister Tran Hong Ha requested ministries, Ninh Binh Provincial People's Committee and relevant agencies to implement the following tasks:
Regarding adding Ninh Binh International Airport to the overall planning for the development of the national airport system, the Deputy Prime Minister requested the People's Committee of Ninh Binh province to follow the direction of Deputy Prime Minister Tran Hong Ha (Document No. 6513/VPCP-CN), proactively coordinate with the Ministry of Construction on the project to form Ninh Binh International Airport.
In the process of researching and supplementing the adjustment of the overall planning for the development of the national airport system for the period 2021-2030, with a vision to 2050; on that basis, the Ministry of Construction will synthesize and report to the Prime Minister according to regulations.
Regarding deep-water seaports in Ninh Co Economic Zone, the Deputy Prime Minister assigned the Ministry of Construction to preside over and guide the People's Committee of Ninh Binh province to study and assess related impacts, including environmental issues, on adjusting the planning of Ninh Co Economic Zone in accordance with the provisions of law.
Regarding the proposal to expand the CT.01 expressway from Cau Gie section to Cao Bo intersection, the Ministry of Finance directed the Vietnam Expressway Corporation (VEC) to coordinate with relevant ministries, agencies and the People's Committee of Ninh Binh province to urgently expand the expressway in accordance with the planning and provisions of law.
The People's Committee of Ninh Binh province will implement investment in the construction of Ring Road 5 (CT.19) from Thai Ha intersection to Phu Thu intersection, Ninh Binh province in accordance with the authority and regulations of law.
Regarding the construction of the Phu Ly - Nam Dinh expressway (November 5), the People's Committee of Ninh Binh province implemented the direction of Deputy Prime Minister Tran Hong Ha (Document No. 5560/VPCP-CN dated August 5, 2025 of the Government Office).
In the process of preparing these projects, it is recommended that the People's Committee of Ninh Binh province study and call for investment under the PPP method (BOT, BT contracts, etc.); report to the Prime Minister on issues beyond its authority.
Regarding the proposal to allow the extension of the intra-regional metro line from Hanoi Capital to Ninh Binh Province and the addition of the high-speed railway project connecting the North-South railway with the Hanoi - Lao Cai high-speed railway system running along the coastal route, the Deputy Prime Minister requested the People's Committee of Ninh Binh Province to work with the Ministry of Construction and the People's Committee of Hanoi City to agree on the above content before submitting it to the competent authority according to regulations.
