The Government Office has issued Notice No. 217/TB-VPCP dated April 28, 2026, concluding the meeting of Standing Deputy Prime Minister Pham Gia Tuc at the meeting on the implementation of the North-South high-speed railway project and other railway lines.
The Standing Deputy Prime Minister requested ministries, branches, and localities to ensure progress, quality, investment efficiency, within their authority, and not shirk or evade responsibility. Localities with projects passing through urgently carry out site clearance work immediately after the Ministry of Construction hands over dossiers and site clearance boundaries.
The Ministry of Science and Technology and the Ministry of Construction urgently complete standards and regulations on urban railways in June 2026 for uniform application nationwide, noting that it is necessary to consider connecting with the national railway system.
Regarding the North-South high-speed railway project, the Ministry of Construction urgently completes procedures to select consultants to prepare a feasibility study report for the project in the second quarter of 2026. Localities urgently plan to promote the economic efficiency of the high-speed railway line.
The selection of technology transfer partners must be associated with the prerequisite of technology transfer to Vietnam.

Regarding the Lao Cai - Hanoi - Hai Phong railway line, the Ministry of Construction urgently reviews and evaluates the research contents and proposals of consultants on the project feasibility study report, ensuring project efficiency, long-term vision, connecting economic centers and synchronizing transport modes.
Government leaders noted that they must not underestimate the processes, technical standards, quality, and efficiency of the project due to schedule pressure, and must ensure absolute safety in all cases for the entire project life cycle.
In case it is necessary to adjust the investment policy of the project, the Ministry of Construction should urgently complete the dossier to submit to the Government in May 2026, and submit to the National Assembly Standing Committee in June 2026.
The Ministry of Finance presides over and coordinates with the Ministry of Construction and the Ministry of Foreign Affairs to urgently implement procedures for negotiating a loan agreement for the project.
For the Hanoi - Dong Dang railway line, the Ministry of Construction and ministries, branches, and localities urgently implement the conclusions of the General Secretary in Notice No. 28-TB/VPTW on cooperation in connecting Vietnam - China railways and the Government leaders assigned in official letter No. 1359/VPCP-CN.
Regarding Hanoi and Ho Chi Minh City urban railway projects, the Standing Deputy Prime Minister requested the two localities to coordinate with the Ministry of Construction and relevant ministries and sectors to urgently review the progress of urban railway projects being implemented.
Focus on removing difficulties in investment procedures, site clearance, capital and technology; ensuring projects operate safely and effectively, adapt to climate change, in accordance with approved plans, with inter-regional connectivity and new situations.
For new projects, it is necessary to study carefully, select appropriate and synchronous technologies, and have a reasonable investment roadmap according to the local budget balance capacity, avoiding spreading out.
The two localities urgently report to the Ministry of Construction and the Prime Minister on the plan to implement projects planned to start construction in 2026 and the following years of the 2026-2030 period.
