The Government Office issued Notice No. 298/TB-VPCP dated June 11, 2025 on the conclusion of Deputy Prime Minister Mai Van Chinh at the working session of Inspection Team No. 07 on reviewing and removing difficulties and obstacles related to key transport projects planned to be completed in 2025 to achieve the target of 3,000 km of expressway.
The announcement clearly states that the Ho Chi Minh City Ring Road 3 project is about 76.3 km long, with a total investment of VND 75,378 billion (accounting for about 6.5% of the volume to be completed to achieve the target of 3,000 km of expressway in 2025).
The project is divided into 08 component projects (DATP) including 04 construction DATP and 04 site clearance DATP (DATP 2, 4, 6, 8) through 4 provinces and cities (Ho Chi Minh City, Dong Nai, Binh Duong, Long An).
Completing all of these DATPs in accordance with requirements before December 31, 2025 is very important to complete the common goal of the whole country.
Deputy Prime Minister Mai Van Chinh requested members of the Inspection Team, localities, investors, contractors, and construction units to uphold their sense of responsibility, focus highly, overcome all difficulties, and complete assigned tasks as quickly as possible to bring projects on schedule.
Regarding site clearance and relocation of technical infrastructure and materials, the Deputy Prime Minister affirmed that the volume is not much, so he requested localities to urgently and drastically resolve the problems with the site, relocate technical infrastructure and material mines.
The Deputy Prime Minister requested the People's Committees of Dong Nai, Binh Duong, and Long An provinces to resolutely direct relevant units to speed up the relocation of 10 high-voltage power line locations in June 2025.
The People's Committee of Ho Chi Minh City. Ho Chi Minh City directed Saigon Water Corporation to relocate the D1200 water pipeline at Tan Van intersection, to be completed before June 15, 2025.
The People's Committees of Tien Giang and Ben Tre provinces have completed the procedures to put the remaining 04 sand mines into operation before June 15, 2025.
The People's Committees of Vinh Long, Tien Giang, and Ben Tre provinces consider increasing the exploitation capacity of sand mines to meet project needs.
Investors and contractors proactively work with mine owners to implement procedures for sand supply for the project.
Dong Nai Provincial People's Committee directs relevant agencies to coordinate in resolving the source of stone materials for component project 3 to meet the schedule.
Regarding construction, the Deputy Prime Minister requested the People's Committees of Ho Chi Minh City, Dong Nai, Binh Duong, and Long An provinces to direct investors and contractors to focus on accelerating construction, closely following the basic completion schedule in 2025.
Increase human resources, construction machinery and equipment, financial resources to organize "3 shifts, 4 teams" to ensure the completion of projects on schedule, with quality and safety.
Regarding the Tan Van intersection investment plan, the Deputy Prime Minister requested the People's Committee of Binh Duong province and the People's Committee of Ho Chi Minh City to direct relevant agencies to promptly study a complete investment plan to ensure effective and synchronous exploitation.
The Deputy Prime Minister also requested relevant ministries, branches, agencies and localities to resolve assigned tasks on schedule based on their functions, tasks and powers.
Localities strive to register to inaugurate projects on August 19, 2025 on the occasion of the 80th anniversary of the August Revolution and National Day September 2 under the direction of the Prime Minister in Official Dispatch No. 57/CD-TTg dated May 5, 2025.
