Continuing the second session of the 9th session, on the afternoon of June 13, the National Assembly discussed in the hall the draft Resolution of the National Assembly amending and supplementing a number of articles of the 2013 Constitution (2nd time).
At the discussion session, the content of the right to submit draft laws and regulations was of interest to many National Assembly deputies and contributed opinions.
The draft Resolution has amended and supplemented Clause 1, Article 84 of the 2013 Constitution in the direction that "The Central Committee of the Vietnam Fatherland Front and the central agency of a socio-political organization have the right to submit the draft law to the National Assembly and submit the draft ordinance to the National Assembly Standing Committee".
Regarding this content, a National Assembly delegate suggested reviewing the regulation.
Delegate Mai Van Hai - Member of the National Assembly of Thanh Hoa province said that it is advisable to stipulate that socio-political organizations under the Vietnam Fatherland Front (VFF) exercise the right to submit draft laws and regulations to the National Assembly, the National Assembly Standing Committee approves a unit, the Central agency of the VFF.
Other member organizations shall prescribe the submission of draft laws and regulations before the National Assembly and the National Assembly Standing Committee for approval by the Government.
According to the delegate, the above regulation aims to unify and comply with the arrangement of the apparatus of the Vietnam Fatherland Front and socio-political organizations.

Delegate Ha Si Dong - Member of the National Assembly of Quang Tri province also approved the amendment in the direction that the central agency organizing member organizations of the Vietnam Fatherland Front does not submit draft laws and decrees.
According to the delegate, when socio-political organizations are members and directly under the Vietnam Fatherland Front, under the chairmanship of the Vietnam Fatherland Front, there should only be one unit to submit a draft law.
Delegate Pham Van Hoa had another opinion that the regulation as in the draft Resolution is reasonable.
"In a specialized organization among women and young people, I think the law will be better and better. I feel very in agreement with the drafting committee for acceptance and promotion in this field," said delegate Hoa.

Regarding the opinions of delegates, Chairman of the National Assembly's Committee on Law and Justice Hoang Thanh Tung (representative of the Committee for amending the Constitution) said that at the beginning of the session, the drafting agency proposed not to continue regulating the right to submit draft laws and draft laws of socio-political organizations.
Instead, all member organizations of the Vietnam Fatherland Front exercise the right to petition on law making through the Central Committee of the Vietnam Fatherland Front.
However, the process of researching and absorbing opinions from the people, sectors, levels, and experts shows that regulating member organizations of the Vietnam Fatherland Front, including socio-political organizations, with the right to directly submit draft laws and Ordinance before the National Assembly and the National Assembly Standing Committee is a democratic process.
At the same time, this helps promote the contribution of agencies and organizations in the political system to the management and operation of the country through the promulgation of laws and proposals for the development of laws.
"Therefore, the Committee for amending the Constitution proposes to retain the right to submit draft laws and draft laws of central agencies of socio-political organizations.
As for other organizations that are members of the Vietnam Fatherland Front, they should exercise the right to propose and make laws through the Central Committee of the Vietnam Fatherland Front," said Mr. Hoang Thanh Tung.
