The Government has reviewed and proposed that the Politburo and the National Assembly remove obstacles for over 2,200 projects with a total capital of nearly 5.9 million billion VND.

This information was given by Politburo member and Prime Minister Pham Minh Chinh when presenting the Government's report on the socio-economic situation in the first months of 2025, at the 9th session of the 15th National Assembly, on the morning of May 5.

The Prime Minister emphasized the strict implementation of the work program and conclusions of the Central Steering Committee on preventing and combating corruption, waste and negativity; focusing on perfecting institutions and solutions for preventing corruption; strengthening inspection, examination and implementation of inspection conclusions.

Accordingly, the Government has deployed 1,538 administrative inspections and 4,135 specialized inspections and examinations; detected economic violations of VND 2,058 billion, 720 hectares of land; recommended reviewing and handling administrative procedures for 381 collectives and 1,083 individuals; transferred 26 cases and 15 subjects to the investigation agency for further reviewing and handling.

"Wasting prevention and control work has received special attention and achieved positive results, especially the handling of backlogged and prolonged works and projects that cause loss and waste of resources.

In particular, the Government has completed reviewing and proposing to the Politburo and the National Assembly to remove obstacles for over 2,200 projects with a total capital of nearly VND5.9 million billion (equivalent to about 235 billion USD) and a total land use scale of about 347,000 hectares", the Prime Minister stated.

In addition to the achieved results, the Prime Minister also pointed out limitations and shortcomings that need to be resolutely addressed, in which decentralization and delegation of power are not thorough, and are still concentrated at the central level, causing congestion and inconvenience to subordinates.

To achieve the growth target of 8% or more, the scale of the economy reaches over 500 billion USD, GDP per capita in 2025 reaches over 5,000 USD, the Prime Minister emphasized the priority of promoting growth associated with macroeconomic stability, controlling inflation, striving to increase State budget revenue by over 15%.

In 2025, it is necessary to abolish at least 30% of unnecessary business investment conditions; reduce at least 30% of the time for handling administrative procedures; reduce at least 30% of administrative procedure costs.

"Extensively reforming State governance, perfecting the organizational model of the political system with the spirit of not doing half, doing to the end, doing thoroughly", the Prime Minister noted.

The Prime Minister aims to improve the effectiveness of recovering lost and misappropriated money and assets in criminal cases related to economics and corruption. Effectively implement approved compulsory transfer plans for weak banks.

The Prime Minister said that it is necessary to allocate resources to exempt tuition fees for preschool and primary school students, ensuring the right purpose and effectiveness from the 2025-2026 school year. Mobilize resources to build boarding houses for ethnic minority students.

Along with that is to continue investing in developing preventive medicine and grassroots health care; constantly improving the quality of health services from medical examination and treatment to people's health care, aiming to exempt hospital fees for all people.

"This is a difficult task, but if we do well and grow well, we can do it at the current budget collection rate," the Prime Minister affirmed and made a request to urgently complete the construction and put Bach Mai Hospital, Viet Duc Hospital, Facility 2 into operation in 2025.
