The credit package for social housing has disbursed VND19 700 billion

The Minister of Construction said that there are 69 social housing projects with about 135,000 apartments; the credit package has disbursed VND 19,700 billion by the end of August.

On October 5, at an online conference between the Government and the locality, Minister of Construction Tran Hong Minh reported on the difficulties of Phu Tho province in Decree 144/2025/ND-CP regulating decentralization and delegation of authority in the field of state management of the Ministry of Construction.

The Ministry of Construction has decentralized to localities to decide on inter-provincial urban development areas based on consensus; in case of larger planning, the provinces need to agree to report to the Government to assign one locality to preside over.

Regarding the progress of key transport projects, Minister Tran Hong Minh said that the recent storms have affected the progress of a number of key projects, especially projects with the goal of completing 3,000 km of highways such as routes in Tuyen Quang, Ha Giang, Lang Son, Cao Bang and the Bien Hoa - Vung Tau route.

Regarding the goal of completing 100,000 social housing units, the minister affirmed that over 82,000 units can be completed in 2025. Currently, there are 69 social housing projects nationwide with about 135,000 units, the Ministry of Construction expressed its hope that localities will try to complete over 18,000 units this year to reach the target of 100,000 units.

In particular, the minister also informed about the credit package for social housing as of the end of August this year, banks have disbursed VND 19,700 billion.

With the proposal of Quang Ngai province on traffic connecting National Highway 24, the Ministry of Construction has allocated more than VND 2,400 billion to implement this project and included the Quang Ngai - Kon Tum expressway in the medium-term public investment plan.

The Ministry recommends that Quang Ngai province prepare for investment work, and when approved by the National Assembly, it will be implemented in time.

At the meeting, Mr. Tran Duc Thang - Acting Minister of Agriculture and Environment (MONRE) - said that there is a plan to restructure the agricultural extension system and land registration office to be implemented in October 2025, accordingly, the functions and staff will be transferred directly to the commune level.

With the national land database construction program, the Ministry of Natural Resources and Environment, the Ministry of Public Security and localities have been implementing this work for more than a month and the progress is very good.

It is expected to complete data entry and data connection for about 50 million plots of land before December 15, 2025, the rest will be basically completed in 2026.

Regarding the difficulties in implementing the 2024 Land Law, the Ministry of Natural Resources and Environment said that this agency is submitting to the National Assembly for approval a Resolution to remove difficulties arising in current practice.

The Ministry of Natural Resources and Environment also issued an urgent warning about storm No. 11 ( Matmo), expected to make landfall on the morning of October 6, which could directly affect Hai Phong, Quang Ninh, and Thanh Hoa provinces. Localities urgently deploy preventive measures and minimize damage when the storm passes.

At the conference, Minister of Industry and Trade Nguyen Hong Dien also recommended that the Government soon announce the job positions of local authorities at both levels (both at the provincial and commune levels) as well as the policy of recruiting, arranging and organizing personnel in professional agencies at the provincial and commune levels.
