On the afternoon of May 19, Politburo member and Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee on a number of important contents, including preparations for the Government session on law-making in May 2025, including: Proposal to develop a Law on Judicial Assessment (amended); proposal to develop a Law on Food Safety (amended).
Giving opinions on the proposals for law making, Prime Minister Pham Minh Chinh requested that the dossier for proposals for law making should clarify and clearly explain the contents of removal, amendment, improvement and supplementation.
At the same time, clarify the contents of cutting and simplifying administrative procedures, decentralization, delegation of authority or issues with different opinions.
Along with that, thoroughly grasp the spirit of assigning work to ensure 6 clearly: "clear people, clear work, clear time, clear responsibility, clear authority, clear products".
Regarding the proposal to develop a Law on Food Safety (amended), the Prime Minister emphasized that food safety is related to people's health and lives.
Meanwhile, the situation of smuggling, trade fraud, production, circulation of counterfeit goods, counterfeit goods, goods of unknown origin, and false advertising, especially cases related to counterfeit drugs, fake milk, counterfeit foods, dirty foods, etc., is of great concern to people and society.
The Prime Minister stated that smuggling and making hundreds of tons of counterfeit goods without the knowledge of the authorities, while to do this, there must be warehouses, buying and selling activities, and transportation.
From there, according to the Prime Minister, there are only 2 possibilities, one is no longer fighting will; the other is being bribed, having negativity; both of these things must be strictly handled.
The Prime Minister said that it is necessary to design policies to handle current urgent problems that are being raised in reality.
It is necessary to clearly define an agency with primary responsibility and clearly define the authority of the agencies, close coordination between the Ministry of Health, the Ministry of Industry and Trade, the Ministry of Agriculture and Environment and relevant ministries and branches in food safety management.
Define responsibilities, functions, and tasks, do not overlap or miss tasks, do not leave gaps in state management. Urgently develop a draft law to submit to the National Assembly as soon as possible.
The Prime Minister also requested agencies to urgently issue a Decree amending and supplementing a number of articles of Decree No. 15/2018/ND-CP dated February 2, 2018 of the Government detailing the implementation of a number of articles of the Law on Food Safety.
