Prime Minister requests to soon complete policies for officials on leave

The Prime Minister requested to speed up the progress and promptly resolve policies and regimes for cases of resignation after restructuring the apparatus.

On the afternoon of July 3, Politburo member and Prime Minister Pham Minh Chinh chaired a regular Government meeting and an online conference with the Government in June 2025.

In his concluding remarks, Prime Minister Pham Minh Chinh requested to focus on leading and directing the operation of local governments at both levels to ensure smoothness, rhythm, and efficiency with 3 "no" including:

First, do not let any people or businesses not have their administrative procedures resolved or procedures prolonged.

Second, do not let any people suffer from hunger or lack of clothing. Patients must be examined and treated promptly and effectively.

Third, do not let the projects being implemented break down, no one be responsible, do not waste resources, ensure the implementation of major target programs and projects.

Rectify discipline and order; promote decentralization and delegation of authority associated with resource allocation and inspection and supervision; ministries and branches are determined to focus on state management.

Regarding key tasks and solutions in the coming time, the Prime Minister requested strict implementation of resolutions and conclusions of the Politburo, instructions of the Government, the Prime Minister on implementing the arrangement of administrative units and the model of local governments at 2 levels.

The Prime Minister requested ministries, branches and localities to speed up progress, promptly resolve policies and regimes for cases of resignation after restructuring the apparatus.

Arrange and assign workplaces, vehicles and public assets, avoid loss, waste and negativity, prioritize arrangement and assignment for healthcare, education, culture and community activities.

Effectively implement 28 Decrees on decentralization, delegation of authority, and division of authority; review and amend planning at all levels in accordance with the new administrative unit; integrate 100% of online public services on the National Public Service Portal, ensuring smoothness, without affecting businesses and people.

The Ministry of Home Affairs proactively monitors, urges, grasps the actual situation; synthesizes difficulties, problems and reflects and recommends in the timely implementation process to provide guidance, remove obstacles or report to competent authorities for direction and handling.

The Prime Minister also requested to focus on proactively and flexibly implementing solutions to adapt to US counterpart tax policies. Consider this an opportunity to restructure and build an independent and self-reliant economy associated with proactive, active, and extensive, substantial, and effective international integration.

The State Bank and the Ministry of Finance closely coordinate and operate monetary policies proactively, flexibly, promptly and effectively, harmoniously and synchronously coordinating with a reasonable, focused and key expansionary fiscal policy.

The Ministry of Finance urgently completes and submits to the Government to adjust Resolution No. 25/NQ-CP on the growth targets of 34 provinces and cities; urges and strives to disburse public investment capital to reach 100% of the plan; build a selective foreign investment attraction mechanism.

The Ministry of Construction will take the lead in accelerating the progress, ensuring the completion of over 3,000km of expressways and over 1,000km of coastal roads in 2025; immediately implementing solutions to the problem of high construction material prices according to Official Dispatch No. 85/CD-TTg dated June 10, 2025.

The Ministry of Health focuses on completing the dossier and submitting a draft Resolution of the Politburo on health protection, care, population work and development in early July 2025; promoting the implementation of electronic health books and electronic medical records nationwide.
