On the afternoon of June 23, Mr. Tran Luu Quang - Secretary of the Party Central Committee, Head of the Central Policy and Strategy Committee, worked with the Standing Committee of the Khanh Hoa - Ninh Thuan Provincial Party Committee on the preparation and operation of the 2-level local government model.
At the meeting, Mr. Tran Luu Quang acknowledged the opinions of some localities on the Central Government's guidance to implement the Government's Decrees. Specifically, are guidelines to clarify the responsibilities of administrative levels when converting.
Regarding this, Mr. Tran Luu Quang commented that the principle of developing regulations must be universal, true to the majority in each case; there are also shortcomings in some specific cases.

Regarding personnel work, Mr. Tran Luu Quang highly appreciated and commended Khanh Hoa and Ninh Thuan provinces for the set of criteria for personnel assessment.
Regarding the regime for officials on leave, Mr. Tran Luu Quang emphasized that by July 1, the two localities of Ninh Thuan and Khanh Hoa must be transparent about the amount of money that officials are entitled to; the regime documents must be complete.
After July 1, localities must arrange funding sources and have specific agencies responsible for continuing to pay benefits to officials who quit after the arrangement.
Mr. Tran Luu Quang also requested localities to pay attention to the thoughts, feelings, and aspirations of cadres in a thorough and harmonious manner. Efforts to guide new procedures for people
On the same morning, Mr. Tran Luu Quang and the working group inspected the trial operation of the Public Administration Service Center of Phan Rang ward (new) and Cam Lam commune (new).
Here, Mr. Tran Luu Quang asked about people coming to do administrative procedures and staff receiving and handling procedures. Through the inspection, Mr. Tran Luu Quang highly appreciated the efforts of local authorities in arranging modern equipment, arranging and guiding new procedures for people.
He said that currently, people are still confused and not used to the new way of operation, so the departments need to enthusiastically guide them. He suggested that the new commune-level government should send youth unions to support and guide people.
