Vietnam - Russia security agency cooperation is the focus and pillar of bilateral cooperation

General Secretary and President To Lam is the person who laid the foundation for the cooperative relationship between the Russian National Guard and Vietnamese functional agencies.

On the afternoon of April 13, at the Party Central Committee headquarters, General Secretary and President To Lam received Director of the Russian Federation National Guard Service Viktor Zolotov who is on a working visit to Vietnam.

General Secretary and President To Lam affirmed that Vietnam always appreciates the traditional friendly relations and Comprehensive Strategic Partnership with Russia, and expressed his pleasure at the fact that the two countries' agencies maintain exchanges and regular contacts at different levels to promote cooperation in specific fields and contribute to strengthening relations between the two countries.

General Secretary and President To Lam highly appreciated the extremely positive and substantive cooperation results, acknowledging the efforts of the Russian Federation National Guard Agency and Vietnamese functional agencies to implement the high-level agreements reached, turning the vision into concrete actions.

In the context of the world and regional situation developing rapidly and complicatedly, the General Secretary and President requested the two sides to continue to promote meetings, contacts, information exchange, and experience sharing to effectively cooperate, serving the cause of building, protecting and developing each country, contributing to peace, stability, cooperation and development in the region and in the world.

General Secretary and President To Lam affirmed that Vietnam always welcomes and encourages the two sides to strengthen cooperation in potential and promising fields where the two sides have needs and strengths in accordance with development orientations and priorities in the new period.

Director of the Russian Federation National Guard Service Viktor Zolotov conveyed the greetings and warm congratulations of President Vladimir Putin and Russian leaders to the General Secretary, President, to the Party, State and people of Vietnam on the success of the 14th Party Congress and the 16th National Assembly election.

The Director of the Russian Federation National Guard Agency respected and highly appreciated General Secretary and President To Lam as the person who laid the foundation for the cooperative relationship between the Russian Federation National Guard Agency and Vietnamese functional agencies; thanked the General Secretary and President for always paying attention and creating conditions for the cooperative relationship between the two countries and the functional agencies of the two countries to continuously strengthen cooperation.

The two sides noted that Vietnam-Russia cooperation is being implemented in many fields, in which cooperation between security agencies of the two countries is always the focus and important pillar of bilateral cooperation; welcomed the results of cooperation in the field of security in general, between the Ministry of Public Security of Vietnam and the Russian Federation National Guard Service in particular, including the effective implementation of the Cooperation Agreement signed in August 2022 by the two sides; agreed to support the two agencies to constantly consolidate and expand cooperation into fields such as sharing experiences, training, and training on maintaining security and order, combating terrorism, and protecting key projects; highly appreciated the signing of the Joint Action Program for the period 2026-2028 within the framework of the visit, considering this as an important legal basis for cooperation between the two agencies.

On this occasion, General Secretary and President To Lam conveyed his regards to Russian President Vladimir Putin.
