The Ministry of Home Affairs has just issued Official Dispatch No. 164 to the People's Committees of provinces and cities guiding the presentation of gifts of the President on the occasion of the Binh Ngo Lunar New Year 2026.
Accordingly, implementing Decision No. 01/QD-CTN dated January 5, 2026 of the President on giving gifts to people with meritorious services to the revolution on the occasion of the Binh Ngo Lunar New Year 2026, the Ministry of Home Affairs provides additional specific guidance.
Subjects specified in Clause 1 and Point a, Clause 2, Article 1 of Decision No. 01/QD-CTN
Each person only receives 1 gift from the President. In case one person is identified as two or more eligible subjects to receive both gift levels, they receive 1 gift with the highest level, if they are eligible to receive the same gift level, they receive 1 gift with that level.
Subjects specified in point b, clause 2, Article 1 of Decision No. 01/QD-CTN
The representative of the martyr's relatives is the only person in the entire family of the surviving martyr who can receive 1 gift. In case the representative of the martyr's relatives is also the recipient of gifts as prescribed in Clause 1 and Point a, Clause 2, Article 1 of Decision No. 01/QD-CTN, the remaining representative of the martyr's relatives shall be assigned to receive 1 gift for the representative of the martyr's relatives.
In case only one surviving martyr's relative and that only representative is eligible for gifts as prescribed in point a, clause 1 and point a, clause 2, Article 1 of Decision No. 01/QD-CTN, that person is entitled to receive an additional gift for the martyr's relative representative.
In case the relatives of martyrs have 2 or more surviving people who are all eligible for gifts as prescribed in point a, clause 1 and point a, clause 2, Article 1 of Decision No. 01/QD-CTN, they shall appoint one person to receive 1 gift for the representative relatives of martyrs.
Subjects specified in point c, clause 2, Article 1 of Decision No. 01/QD-CTN:
In case the martyr no longer has relatives, the person worshiping the martyr receives a gift from the President, and for each martyr, the person worshiping the martyr receives a gift.
The Ministry of Home Affairs said that gifts from the President to policy beneficiaries are given in cash. Giving gifts to people with meritorious services must be carefully combined with visiting and visiting members of agencies, unions, and organizations in the area to each beneficiary.
The Chairman of the Provincial and City People's Committees directs the Director of the Department of Home Affairs to coordinate with local agencies to organize propaganda and implement the President's gifts to policy beneficiaries promptly and fully before January 31, 2026, to prevent errors and negativity.
The budget for implementing the payment of gifts of the President in localities is guaranteed by the central budget and is allocated in the state budget expenditure estimate for 2026, supplementing and targeting the local budget to implement the Law on Preferential Treatment for People with Meritorious Services to the Revolution.
Funding for gifts for policy beneficiaries belonging to the army and people's police is guided by the Ministry of National Defense and the Ministry of Public Security.
Decision No. 01/QD-CTN clearly states the giving of gifts to people with meritorious services to the revolution on the occasion of the Binh Ngo Lunar New Year 2026, including two gift levels: 600,000 VND and 300,000 VND.
