Mobilizing resources to develop infrastructure connecting Gia Binh airport with Hanoi

The Deputy Prime Minister requested to focus on mobilizing all resources to develop strategic airport infrastructure and connect Gia Binh airport with the capital Hanoi.

The Government Office issued Notice No. 304/TB-VPCP dated June 17, 2025 on the conclusion of Deputy Prime Minister Tran Hong Ha at the meeting on a specific mechanism for investment in the construction of a road connecting Gia Binh airport with Hanoi.

Accordingly, the Deputy Prime Minister assigned the People's Committee of Hanoi City and the People's Committee of Bac Ninh Province to proactively prepare for investment and implement projects in the area according to their authority, ensuring the progress of construction and completion.

Urgently carefully study the provisions of current law; in case it is necessary to apply specific mechanisms, it is necessary to clarify the reasons for the proposal and assess the impact to ensure investment efficiency, no corruption, group interests, loss, waste, or negativity.

The Deputy Prime Minister requested the People's Committee of Bac Ninh province to urgently and proactively coordinate with the Ministry of Construction to establish an investment policy for BT projects in the area to submit to the National Assembly in case this BT project has criteria for being an important national project.

The submission to competent authorities on investment policies and specific policies, especially for the project, must comply with the direction of key leaders, focusing on mobilizing all resources to develop strategic airport infrastructure and connect Gia Binh airport with Hanoi Capital.

Do not propose additional infrastructure under the authority of the locality or not yet included in the national planning, national sector planning.

The investment efficiency of the project must be carefully considered, ensuring social order stability, avoiding taking advantage of loopholes in policy mechanisms and group benefits.

The Ministry of Construction urgently presides over the synthesis of proposals from localities and opinions from relevant ministries and branches to study, propose handling options, and report to the Prime Minister before June 19, 2025.

At the same time, the Ministry of Construction urgently presides over and coordinates with the Ministry of Public Security to adjust and supplement the Gia Binh airport planning according to the shortened process and procedures in the Master Plan for the development of the national airport system for the period 2021 - 2030, with a vision to 2050 as a basis for developing the project investment policy to submit to the National Assembly according to regulations.

According to the proposal of the Hanoi People's Committee, the route connecting Gia Binh International Airport with Hanoi Capital has a starting point from Gia Binh International Airport to the end point at the intersection of the route connecting Tu Lien Bridge approach road with Hanoi Ring Road 3, the total length of the route is about 35.43 km.

The section from Gia Binh International Airport to Kenh Vang Bridge to Hai Duong will be implemented under a separate investment project of Bac Ninh province.

In Hanoi, the route is 14 km long, with a cross-section width of 120 m, of which the section from the Bac Ninh - Hanoi border to the intersection between Hanoi Ring Road 3 and Hanoi - Lang Son Expressway, 7 km long, will be rebuilt.

The section from the intersection of Hanoi's Ring Road 3 with Hanoi - Lang Son Expressway to the intersection of the road connecting Tu Lien Bridge approach road with Hanoi - Thai Nguyen Expressway (parallel to Hanoi's Ring Road 3) with a length of 7 km will be renovated from a cross-section of 35 m to a cross-section of 120 m.
