On June 11, at the Government Headquarters, Politburo Member, Prime Minister Le Minh Hung received Mr. Tanaka Akihiko, Chairman of the Japan International Cooperation Agency (JICA) who is visiting and working in Vietnam.
Prime Minister Le Minh Hung highly appreciated JICA's proposal on new orientations in ODA cooperation with Vietnam in the coming period, with basic areas suitable to Vietnam's priority development focus as well as the cooperation orientation between the two countries that has been agreed upon by the two Prime Ministers.
On that basis, the Prime Minister requested JICA to specifically exchange with the Ministry of Finance and Vietnamese agencies to select feasible programs and projects for implementation; review to soon sign an Agreement to facilitate non-refundable aid projects of Japan.
The Prime Minister requested JICA to study a number of ODA cooperation orientations in the coming time, such as supporting Vietnam to implement industrialization and modernization, prioritizing focusing on science and technology development, technological innovation, increasing labor productivity and Vietnam's competitiveness.
JICA provides Vietnam with new generation ODA loans with more preferential loan conditions and flexible procedures in the fields of semiconductor, artificial intelligence (AI), quantum, digital transformation, green transformation, aerospace technology, energy, infrastructure, disaster prevention, supply chain; promoting research and early deployment of budget support loans in the field of artificial intelligence and digital transformation; training leadership and management personnel.
The Prime Minister also requested JICA to coordinate with the Ministry of Finance and ministries, branches and localities of Vietnam to develop a cooperation list for the 2026-2030 period; including promoting the signing of loan agreements for the O Mon III Thermal Power Plant project in 2026; coordinating with the Vietnamese side to promote the progress of the Vietnam-Japan University project and infrastructure development projects adapting to climate change in the Mekong Delta; implementing the 3-party working group mechanism between the Ministry of Finance - the Japanese Embassy - JICA to exchange views on problematic projects, propose handling directions, as well as promote cooperation with localities, especially Hanoi and Ho Chi Minh City, especially in strategic infrastructure development.
JICA President Tanaka Akihiko said that JICA has proposed new orientations in ODA cooperation with Vietnam in the coming period, including 4 pillars of cooperation in the fields of: High-quality human resource development, industrial and supply chain development, building and perfecting institutions and policies, and infrastructure development.
He emphasized that science and technology is a focus of cooperation between Japan in general, JICA in particular, and Vietnam, especially promoting early cooperation in launching the LOTUSat-1 satellite; training leadership and management personnel to meet digital transformation requirements, training semiconductor personnel; implementing Japan's budget support loan for Vietnam on artificial intelligence development and digital transformation.
