Continuing the 9th Session, on the morning of May 8, the National Assembly listened to Government Inspector General Doan Hong Phong, authorized by the Prime Minister, present the Draft Law on Inspection (amended).
The draft Law on Inspection (amended) consists of 09 chapters and 64 articles. Of which, 31 articles were inherited, 54 articles were abolished, 23 articles were amended and supplemented, and 10 articles were added.
Considering the end of inspections of ministries, departments and districts
The Law on Inspection (amended) has completely removed the regulation to end the activities of ministerial inspectors, general inspectors of departments under ministries, inspection agencies in government agencies, department inspectors, and district inspectors.
Regarding the above content, the drafting agency said that due to the implementation of the Project on arranging the inspection agency system; ending the activities of inspection ministries, general inspection departments, departments under ministries, inspection departments, district inspection; not organizing specialized inspections in ministries, departments and agencies assigned to perform specialized inspection functions, they will switch to conducting specialized inspections.
The Law is amended in the direction of not organizing specialized inspections in ministries, departments and agencies assigned to perform specialized inspection functions to switch to conducting specialized inspections.
The Law on Inspection (amended) also removes the content of the Law to delegate authority to the Government to regulate a number of contents under the authority of the Government, such as: Organizational structure of the Government inspectorate and inspection agencies, appointment and dismissal of inspectors;
Inspection costumes and cards; handling overlapping and overlapping inspection activities; inspection records; amending and supplementing inspection plans; developing a roadmap to require inspectors to report...
"According to the provisions of the Law on Promulgation of Legal Documents in 2025, these are contents under the authority of the Government", Government Inspector General Doan Hong Phong stated the reason for removing the above content.

The Law on Inspection (amended) amends and completes regulations on inspection agencies, ensuring that it meets the requirements of building a system of provincial inspection agencies that is compact, strong, efficient, effective and efficient.
Accordingly, Article 7 of the Draft Law stipulates the inspection agencies, including: Government Inspectorate; Inspectorate of provinces and cities directly under the Central Government; Inspection agencies in the People's Army, People's Police, the State Bank of Vietnam, including the Ministry of Defense Inspectorate, the Ministry of Public Security Inspectorate, the State Bank Inspectorate and other inspection agencies as prescribed by the Government; Cipher inspection;
The inspection agency was established under international treaties to which the Socialist Republic of Vietnam is a member (the inspection was established under international treaties).
Regarding this content, Chairman of the Law on Legal and Justice Hoang Thanh Tung (CEOs) - Representative of the above law examination agency said that, through discussion, most opinions in the Committee of the Committee of the Committee of the PLTP approved with the prescribed way. In addition, there is a proposal to prescribe the name of the inspection agencies as shown at the conclusion of 134-KL/TW to ensure the accurate institutionalization of the requirements and direction of the Politburo and the Secretariat.
The draft Law on Inspection (amended) adds provisions on adding tasks to inspection agencies in waste prevention and control.
Cut over 40% of administrative procedures
Regarding administrative procedure reduction, the draft Law has removed 54 articles of the 2022 Inspection Law, reducing administrative procedures in inspection activities by over 40%.
Typically, the reduction of procedures was carried out by 12 ministerial inspectors; 5 general inspectors of departments and branches under the ministry, the Inspectorate of Vietnam Social Insurance; 696 district inspectors, 1,001 department inspectors and 53 agencies assigned to perform specialized inspection functions.
At the same time, reduce some administrative procedures in inspection activities, such as: issuance of inspection plans, adjustment of inspection plans; handling overlaps and overlaps in inspection activities...

The draft Law also stipulates a number of contents to meet the requirements of promoting decentralization and delegation of power to enhance proactiveness and responsibility in performing tasks and public duties.
As prescribed for decentralization to the Government Inspectorate and the Provincial Inspectorate to proactively inspect the management and use of State capital and assets at enterprises after reporting to the Head of the state management agency at the same level to give opinions on the policy;
