Politburo member, Secretary of the Party Central Committee, Head of the Central Internal Affairs Commission Phan Dinh Trac represented the Politburo to attend and direct the Congress.
Also attending the Congress were Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council Nguyen Xuan Thang.

The Congress was attended by representatives of leaders of central ministries and departments, revolutionary veterans, Vietnamese Heroic Mothers, Heroes of the People's Armed Forces; leaders and former leaders of Nghe An province through the ages; along with 500 delegates representing the will and aspirations of more than 200,000 party members in the entire Provincial Party Committee.
This is the first congress after the arrangement of the administrative apparatus and the operation of the two-level government. The Congress is of special significance to the comprehensive development of Nghe An province in the period of 2025 - 2030.

In his opening speech, Nghe An Provincial Party Secretary Nguyen Duc Trung emphasized: The Congress is a political event of special significance, not only summarizing the journey of the past 5 years but also opening up a new vision and great orientation on the development journey.
According to the program, the 20th Nghe An Provincial Party Congress, term 2025 - 2030, will take place from October 1-3 at Nghe An Provincial Labor Culture House.
With the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", the Congress has the theme: "Building a clean and strong Party Committee and political system; comprehensive innovation, breakthrough development, striving to turn Nghe An into a fairly good, extremely growth province at the national level in the new era of development".
Previously, on October 1, the Nghe An Provincial Party Congress held a special session to elect the Presidium, Secretariat and the Delegation of the Congress's Delegation status Inspection Committee.
As a result, 100% of delegates voted unanimously with the Presidium of 15 people, the Secretariat of 3 people and the Delegation Committee of 7 people.
The Congress also voted to approve the working program, internal rules and working regulations; at the same time, listened to the Presidium disseminate and disseminate the Party's election regulations; report and summarize comments on draft documents of the 14th National Congress of the Party.
