On the morning of November 9, at Hanh Lam Primary and Secondary Boarding School - the main bridge of the province, a groundbreaking ceremony for the construction of inter-level boarding schools in border communes took place.
Attending the ceremony were Senior Lieutenant General Pham The Tung - Deputy Minister of Public Security; Major General Tran Ngoc Thanh - Director of the Department of National Defense and Security Education (Ministry of Education and Training); Mr. Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee - Chairman of the People's Council of Nghe An province; Mr. Le Hong Vinh - Chairman of the People's Committee of Nghe An province; and leaders of departments, branches, sectors, armed forces and local authorities.

According to Conclusion Notice No. 81-TB/TW dated July 18, 2025 of the Politburo, the construction of an inter-level boarding school system in border communes is a major policy, with profound political, social and humanitarian significance, demonstrating the Party and State's concern for ethnic minorities in remote areas.
Nghe An province currently has 21 border communes with complex terrain, and people's lives are still difficult. Implementing the direction of the Government, the Prime Minister and the instructions of ministries and branches, Nghe An identifies the project to build inter-level boarding schools as a strategic task to bring comprehensive learning and training opportunities for children in mountainous and border areas.
Recently, the Nghe An Education sector has proactively advised the Provincial People's Committee to establish working groups to review planning, prepare land, land fund, investment portfolio and technical conditions. The Provincial Steering Committee was also established to coordinate and guide localities to implement in accordance with legal regulations, ensuring progress.
According to the roadmap, in 2025, Nghe An will have 10 schools approved and started construction, of which 2 schools in Keng Du and Bac Ly will have a scale of over 27 classes, about 1,000 students, with a total investment of 200 billion VND per school; the remaining 8 schools will have a scale of 30 classes or more, with equivalent investment levels.
Previously, on October 11, 2025, Nghe An province was honored to welcome leaders of the Party, State and Government to attend the groundbreaking ceremony of Na Ngoi Primary and Secondary Boarding School. Next, this morning, the groundbreaking ceremony for 9 schools was held simultaneously in the communes of Hanh Lam, Keng Du, Bac Ly, Nhon Mai, Tam Thai, Mon Son, Que Phong and Tri Le. In which, Hanh Lam Primary and Secondary Boarding School is the main bridge point, connecting to the central bridge point at Muong Khuong Inter-level Boarding School (Thanh Hoa province).

The project not only contributes to narrowing regional gaps, but also creates conditions for students in border areas to study in a modern, safe environment, nurturing the desire to rise up, contributing to the sustainable development of the homeland and the country.
