On April 24, Party Central Committee member, Deputy Prime Minister Tran Hong Ha chaired a meeting on the draft Decree regulating policies to support the prevention and control of animal diseases.
The key content of the Decree is to regulate the level of support for the destruction of animals and animal products in areas with epidemics and outbreaks that have had test results; support livestock farmers and people directly participating in disease prevention (including people with and without budget salaries).
Support content and support conditions inherit previous regulations, but eliminate those that are considered difficult to implement in practice.
The level of support for livestock and aquaculture losses is expected to increase by 1.5-2 times compared to before, based on the current survey on livestock and aquaculture actual costs, taking into account inflation and the payment capacity of the State budget, and according to the principle of "The State only partially supports, no compensation for damages".

Speaking at the meeting, the Deputy Prime Minister stated that this decree needs to demonstrate innovation in thinking, methods, methods, support mechanisms, and investment in disease prevention and control compared to before.
The Deputy Prime Minister raised the issue and emphasized: "If the house is not good, it will be more difficult to fight. What is the mechanism and policy for prevention and control must be very clear".
According to the Deputy Prime Minister, it is necessary to approach disease prevention and control and support to overcome damage in livestock similar to that in natural disaster prevention and control. Support policies need to be timely, focusing on the right subjects and key areas.
"We must identify the department as the main one, the department will decide the effectiveness of the epidemic prevention work," the Deputy Prime Minister affirmed.
The Deputy Prime Minister emphasized that policies related to epidemic prevention and support for damage recovery must be completed and fully integrated into the Decree, ensuring consistency, synchronization and avoiding overlap.
In particular, it is necessary to clarify the implementation process of epidemic prevention activities in small-scale livestock farming households, concentrated livestock farming facilities, and industrial scale. Accordingly, concentrated livestock facilities with industrial scale must have a well-trained anti-epidemic force, "right person, right job".
When an epidemic occurs in small-scale livestock households, local specialized agencies (ventricular, environmental, preventive medicine) are responsible for advising, mobilizing, and coordinating the fight against the epidemic.
"We need to build clear processes and procedures so that in urgent situations, livestock facilities, especially concentrated facilities, can respond promptly," the Deputy Prime Minister requested.
The Deputy Prime Minister suggested that the Ministry of Agriculture and Environment continue to study regulations on insurance in livestock farming, especially for large-scale enterprises, livestock establishments, and production chains, to prevent the situation of "if there is a profit, then receive it, if there is an epidemic, then the State will worry".
