On March 23, according to the Ministry of National Defense's Electronic Information Portal, the Ministry of National Defense received a petition from voters of Lai Chau province requesting that the Government increase the level of enjoyment of regimes and policies for militia and self-defense forces as stipulated in Articles 7, 8, 11, 12, 13, 15 of Decree No. 72/2020/ND-CP dated June 30, 2020 of the Government detailing a number of articles of the Law on Militia and Self-Defense Forces on organization and construction of forces and regimes and policies for militia and self-defense forces.
From 2020 to now, the Government has adjusted the basic salary up twice, however, the level of enjoyment of the regime and policies of the militia and self-defense forces has not been adjusted.
Previously, the Ministry of National Defense also received a petition from voters of Giai Xuan commune, Tan Ky district (Nghe An) reflecting that the age of militia and self-defense forces for men aged 18-45 and women aged 18-40 is not suitable.
According to voters, in reality, in rural areas, the age of 18-22 is currently in school; the age of 23-40 is mostly working as a worker in companies, or exporting labor; the rest are from 40-50 years old, producing locally but have passed the age of militia and self-defense forces, greatly affecting the activities of militia and self-defense forces.
Responding to the proposal to increase the regime and policies for militia and self-defense forces, the Ministry of National Defense said that this agency has chaired and coordinated with ministries, branches and 63 provinces and centrally run cities to study and draft a Decree amending and supplementing a number of articles of Decree No. 72/2020/ND-CP of the Government.
In particular, there is an adjustment to increase the level of enjoyment of some regimes and policies for militia and self-defense forces according to the current basic salary level (Report No. 3037/TTr-BQP dated August 22, 2023 of the Ministry of National Defense).
On February 8, 2024, the Ministry of National Defense issued Report No. 523/BC-BQP explaining the acceptance of the Deputy Prime Minister's direction on the draft amending and supplementing a number of articles of Decree No. 72/2020/ND-CP.
The scope of regulation is to increase the level of enjoyment of some regimes and policies of the militia and self-defense force, the level of enjoyment of allowances for militia and self-defense force command positions; the level of ensuring regimes and policies for each militia and self-defense force component; the agency responsible for ensuring funding, regimes and policies for militia and self-defense forces not participating in social insurance and health insurance.
Notably, Decree No. 73/2024/ND-CP dated June 30, 2024 of the Government stipulates that from July 1, 2024, the basic salary is VND 2,340,000/month; On November 27, 2024, the National Assembly voted to pass the Law amending and supplementing a number of articles of the Law on Health Insurance, at Point d, Clause 3, Article 12, stipulating that the standing militia are entitled to health insurance guaranteed by the State budget.
The Ministry of National Defense said that this agency will preside over and coordinate with the Departments, Ministries, branches and provinces and centrally run cities to study, advise, and propose to the Government to submit to the National Assembly for consideration and decision to amend and supplement the regulation on the age (for men and women) of militia and self-defense forces.
Thereby, ensuring the age of militia and self-defense forces in accordance with the nature of their tasks, the working environment of militia and self-defense forces and socio-economic development in agencies, organizations and localities.
