Promulgation of policies must be linked to implementation organization and responsibility for final results
On the morning of August 20, General Secretary and President To Lam worked with the Central Organization Committee on the Project to summarize 5 years of implementing Resolution No. 28-NQ/TW of the 13th Central Party Committee on the Party's leadership and ruling methods for the political system in the new period.
After listening to the report and speeches at the conference, General Secretary and President To Lam requested the Central Organizing Committee to unify the awareness of the position, goals and requirements of the Project.
This is an important political task for building the Party and the political system. The goal is not only to complete a report or issue an additional document, but also to correctly identify the problems hindering the effectiveness of ruling leadership; propose guidelines and mechanisms to create changes, especially requirements in the new period.
General Secretary and President To Lam emphasized that the consistent spirit is: To firmly uphold the ideological foundation, organizational principles and leadership role of the Party; and at the same time strongly innovate to lead more correctly, accurately, deeply, scientifically, democratically, and effectively.
The General Secretary and President noted that comprehensive leadership but not replacement; focusing on unity but promoting proactiveness; strong decentralization but tight control of power; issuing policies must be associated with organizational implementation and responsibility for the final results.
The overarching axis is from right policies to practical results
Regarding the major orientations for the coming period, General Secretary and President To Lam basically agreed with the proposals of the Central Organization Committee; and emphasized that the innovation of the ruling leadership method does not change the nature, principles and basic leadership methods of the Party, but makes leadership more correct, accurate, scientific, democratic, in-depth and effective.
General Secretary and President To Lam emphasized: Firmly linked with innovation; comprehensive leadership but in the right role, in the right authority; centralized unity but promoting proactiveness; strong decentralization in parallel with power control; technology cannot change the political responsibility and decisions of people. The overarching axis is from correct policies to substantive results. Implementation organization is the component constituting the quality of leadership and power.
By 2030, it is necessary to firmly establish a leadership discipline associated with goals, products, results and responsibilities; by 2045, it is necessary to develop the method of ruling leadership to a high level, scientific, democratic, rule-of-law, modern, highly adaptable, ensuring the political system operates smoothly, effectively, and efficiently, creating motivation for the country to develop quickly, sustainably, prosperously, and happily.
Based on the viewpoints, objectives, supplementary contents and key groups of tasks and solutions proposed by the Central Organization Committee, the General Secretary and President clearly stated that it is necessary to unify thinking, awareness and action on leadership and power. In which, practically operate the mechanism "Party leads, State manages, People are masters". At the same time, it is necessary to standardize the process of building, promulgating, institutionalizing, organizing implementation and adjusting policies.
The General Secretary and President emphasized that the policy must be correct, accurate, and timely, with forecasts, impact assessments, and implementation plans from the beginning. Each task must clearly define people, tasks, authority, responsibility, resources, time, results, and follow-up to the final product. From there, take the impact results and satisfaction of people and businesses as a basis for evaluating policies, organizational structures, and cadres.
The General Secretary and President also clearly stated the requirements for renovating organizations and cadres to implement policies. "It is necessary to renovate organizations and cadres in accordance with the new model and apparatus. Clearly define functions, authority, and working relationships; one task is only assigned to one agency to take the main responsibility. Decentralization must be synchronized with resources, data, tools, accountability and power control. Upper levels focus on strategy, institutions, and inspection; lower levels proactively decide, not pushing things up. Build cadres who are politically steadfast, have strategic thinking, have ability to implement, forecast, manage, master technology, be close to the people, and dare to take responsibility; evaluate with qualities, prestige, products and effectiveness" - General Secretary and President To Lam emphasized.
