Politburo member and President Luong Cuong raised this task at the 80th Anniversary of the Vietnam Lawyers' Traditional Day (October 10, 1945 - October 10, 2025) held on the evening of October 9.
The President assessed the active participation of the legal team that has made and is making a very important contribution to protecting justice, protecting socialist legitimate rights, protecting human rights, the legitimate rights and interests of businesses, citizens, and organizations, promoting socio-economic development, international integration, etc.
The process of building a socialist rule of law state, socio-economic development and international integration is posing many increasingly high requirements and tasks. The President has suggested that the Vietnam Bar Federation, the Bar Associations and the entire legal team should focus on performing well a number of key tasks.
In particular, the President suggested continuing to focus on building and developing a team of Vietnamese lawyers with sufficient quantity, focusing on improving quality.
With a population of more than 100 million people and an open economy, developing the number and further improving the quality of lawyers is an urgent requirement to meet the legal service needs of people, businesses and society.
"Therefore, the Vietnam Bar Federation and the Bar Associations need to focus on building a team of lawyers with strong political will, high political responsibility, pure and noble professional ethics of the legal profession, exemplary in law compliance, good at professional expertise, and qualifications on par with the region and the world. That is the core foundation that creates the prestige and quality of legal practice in Vietnam" - the President said.
According to President Luong Cuong, in the context of increasingly extensive and comprehensive international integration, especially when Vietnam has participated in many new-generation free trade agreements, the requirement is that lawyers not only have the ability to advise and debate domestically but also must be good at foreign languages, have the skills to negotiate with international partners and customers, understand the laws and practices of countries and international dispute resolution mechanisms.
With the strong development of digital technology and artificial intelligence, the team of lawyers must master technology and apply digital platforms to handle issues arising from the digital environment such as e-commerce disputes, intellectual property, personal data, and cybersecurity.
Along with that, each lawyer must be self-conscious and exemplary in complying with the law; actively fulfill political responsibility and social responsibility through participating with state agencies in resolving social hot spots, resolving complaints and denunciations of citizens; both propagating and explaining legal rights to the people, and supporting the State and authorities at all levels in handling complaints and denunciations in accordance with legal regulations, contributing to maintaining order and stabilizing society.
For the Vietnam Bar Federation, based on the functions and tasks prescribed by law, it is necessary to continue to promote the tradition, results and valuable lessons in the process of building and maturing, focusing on overcoming the limitations and shortcomings in legal activities in recent times.
