According to the latest report of the Department of Salaries and Social Insurance (Ministry of Home Affairs), 2026 is a year of deploying many contents on regimes and policies for civil servants, public employees, and laborers in the public sector such as:
Develop a draft Decree of the Government stipulating the base salary level for cadres, civil servants, public employees and armed forces;
Develop a draft Decree amending and supplementing Decree No. 76/2019/ND-CP of the Government on policies for cadres, civil servants, public employees, laborers and salaried people in the armed forces working in areas with particularly difficult socio-economic conditions;
Circular guiding the base salary level for cadres, civil servants, public employees and armed forces; Circular guiding the adjustment of the monthly allowance level for elderly commune and ward cadres who have retired;
Surveying and inspecting public sector salary policies in provinces and cities....
The implementation of salary policies after the arrangement of the apparatus and local authorities at 2 levels is a major task not only for the Department of Salaries and Social Insurance in general but also an important political task of the nation, especially related to the salary reform regime in the public sector in the new context.
The Department of Salaries and Social Insurance said that it will strive to coordinate with relevant ministries, branches, and agencies and advise competent authorities to build a salary system in a new context that meets the needs of reality and ensures effectiveness, creating momentum for the country's development.
At the conference to summarize the work in 2025 and deploy tasks for 2026 of the newly organized Department of Home Affairs, Deputy Minister of Home Affairs Vu Chien Thang outlined a number of key tasks that the entire Department of Home Affairs needs to focus on implementing in 2026.
In particular, the Deputy Minister clearly stated the task of advising competent authorities to amend and supplement legal documents related to salaries and allowances for cadres, civil servants, public employees, and armed forces;
Continue to implement solutions to expand coverage and develop subjects participating in social insurance and unemployment insurance; support counseling, vocational skills training, introducing workers to find new jobs; develop propaganda and mobilization plans to participate in voluntary social insurance and household health insurance.
