Prime Minister Pham Minh Chinh has just signed and issued Directive No. 36/CT-TTg on organizing the Binh Ngo Lunar New Year 2026 to be joyful, healthy, safe, and economical.
In the directive, the Prime Minister requested the Ministry of Finance to direct Vietnam Social Security to effectively implement the settlement and payment of regimes on social insurance, unemployment insurance, and health insurance, ensuring full and timely coverage.
Implementing the combined payment of two months of pension and social insurance allowance (February and March 2026) in the payment period of February 2026 to create conditions for policy beneficiaries to enjoy spring and celebrate Tet.
The Ministry of Home Affairs presides over and coordinates with ministries, branches, and localities to promote digital application, ensuring smooth resolution of administrative procedures during the Tet holiday; ensuring 100% of essential online public services operate stably and without interruption.
There is a 24/7 technical support plan, especially for the group of procedures related to residence registration, civil status, health, labor, employment, social assistance and the field of production and business serving Tet.
Implement timely and full care for regimes and policies for people with meritorious services to the revolution; social protection beneficiaries during the Lunar New Year; strengthen non-cash social security allowance payments for subjects who already have accounts, ensuring payment work is carried out accurately, quickly, and conveniently.
Deploy activities to care for the spiritual and material life of the people, especially those in difficult circumstances.
Guiding and urging the implementation of regimes and policies related to the legitimate rights of workers, ensuring that workers are fully paid salaries and bonuses; directing units to fully implement policies and regimes on social insurance and unemployment insurance; proactively implementing measures to prevent and resolve labor disputes and strikes that may occur during the Lunar New Year.
The Ministry of Construction coordinates to effectively implement solutions to curb and minimize traffic accidents and overcome traffic congestion, especially routes connecting Hanoi and Ho Chi Minh City areas, major traffic hubs (airports, airports, ports...) and spring festival areas.
Request transport units to comply with traffic rules, prevent accidents on mountain passes, on railway crossings, regularly inspect and prevent transport business drivers from violating alcohol and drug concentrations;
Strengthen security and order assurance at airports, train stations, and bus stations; strictly handle violations of carrying more people than prescribed, and illegally increasing fares.
People's Committees of provinces and cities, based on the actual situation, capacity, and conditions of localities, decide on the organization of fireworks displays to celebrate the New Year, creating a spirit of solidarity, joy, and excitement among the people but ensuring safety and economy in accordance with the provisions of Decree No. 137/2020/ND-CP on management and use of firecrackers.
Monitor and grasp the situation of paying salaries and bonuses to employees of enterprises, especially employees who have lost their jobs or temporary job shortages, to have timely support solutions.
The heads of agencies, units, and organizations are responsible if violations of the law occur in their respective areas and fields.
