The National Assembly has passed the Law on Digital Transformation, which takes effect from July 1, 2026.
This Law stipulates digital transformation, including principles and policies on digital transformation; national coordination on digital transformation; measures to ensure digital transformation; digital government; digital economy, digital society; responsibilities of agencies, organizations, and individuals in digital transformation.
Article 18 of the Law stipulates attracting and valuing experts on digital transformation. In which, the state implements special mechanisms and policies to attract and value experts, talents, and high-quality human resources in the field of digital transformation according to the provisions of law on cadres, civil servants, public employees, laws on science, technology and innovation, laws on digital technology industry and other related laws.
At the same time, state agencies and state-owned enterprises are allowed to hire experts and collaborators such as: Proactively selecting forms and terms of cooperation with domestic and foreign personnel and experts.
Or state-owned enterprises are allowed to cooperate, exchange, and use experts and personnel to serve digital transformation activities.
People with outstanding and typical achievements in digital transformation are honored and rewarded according to the provisions of law on emulation and reward.
Regarding incentives for cadres, civil servants, and public employees working in digital transformation, the Law stipulates that agencies under the political system implement special preferential treatment regimes for people working in digital transformation, including cadres, civil servants, and public employees of units assigned to perform state management functions on digital transformation of central, provincial, and city agencies;
Persons working in charge of digital transformation and network security in agencies in the political system; general engineers, chief architects in science, technology, innovation, digital transformation and other job positions related to digital transformation.
Forms of remuneration include salaries, allowances, working conditions, career development opportunities and other forms of commendation. The regime and policies of remuneration are implemented according to the Government's regulations.
