This morning (February 28), the Office of the President held a press conference to announce the Order of the President of the Socialist Republic of Vietnam to promulgate the Laws passed by the 15th National Assembly at the 9th Extraordinary Session.
At the press conference, the press raised questions related to the increase in the number of deputy heads in agencies when restructuring the apparatus, including the number of Deputy Prime Ministers and Vice Chairmen of the National Assembly. How should this be explained?
Responding to this content, Vice Chairman of the National Assembly's Committee on Law and Justice Nguyen Phuong Thuy said: We are carrying out an unprecedented work of restructuring the apparatus, the scale and scope of the arrangement is very large. In the process of streamlining the apparatus and at present, the number of cadres subject to arrangement and related to the arrangement is very large.
Recently, the National Assembly passed Resolution No. 190 on regulations on a number of contents related to the arrangement of the state apparatus. In which, it stipulates that when arranging the apparatus, the number of deputy heads of agencies may be higher than the current regulations in legal documents.
"This first serves the requirements of organizational arrangement, then the arrangement of specific teams and people. Therefore, in the current context, when we reduce the number of ministries under the Government and the number of National Assembly committees, it is normal for agencies to have more leaders" - Ms. Thuy said.
According to Ms. Thuy, in the upcoming arrangement process, agencies will continue to review, adjust, arrange and organize to use the current staff in the most effective way. Arrange the right people, the right jobs.
The National Assembly Resolution also allows the time to stabilize the organization of the apparatus, the number of deputy heads and staff of agencies according to regulations to be 5 years.
After the arrangement of the apparatus, the Government has 7 Deputy Prime Ministers, the National Assembly has 6 Vice Chairmen of the National Assembly.
The National Assembly Standing Committee also issued a number of Resolutions allowing ministries to increase the number of Deputy Ministers.
