The Government issued Resolution No. 216/NQ-CP of the regular Government meeting in July 2026.
In the Resolution, the Government requested to continue to strongly promote growth associated with maintaining macroeconomic stability, controlling inflation, and ensuring major balances of the economy. Closely and flexibly coordinate between proactive monetary policy and reasonable, focused, and key expansionary fiscal policy; stabilize exchange rates and interest rate levels.
Closely monitor the developments of the international market, ensure stable prices, supply, and markets, especially energy (gasoline, oil, electricity, gas), essential goods, and construction material prices.
Strengthen discipline and order in the management of state budget revenue and expenditure, combat revenue loss, transfer pricing, tax evasion, strive to increase state budget revenue in 2026 by at least 10% compared to the estimated implementation in 2025, disburse 100% of public investment capital in 2026; promote the leading role of public investment.
Proactively and actively mobilize maximum social resources for development investment, promote the attraction of legal capital sources outside the state budget; diversify the capital market, synchronously develop the bond market, stock market and attract medium and long-term capital flows; improve the efficiency of using resources, absolutely not relying on state budget capital.
The Government requests to thoroughly remove institutional "bottlenecks"; drastically cut and simplify administrative procedures and business conditions.
Decisively handle legal obstacles for businesses, especially in bidding, land management, finance..., unlock resources for development. Promptly complete the report on the results of the general review of the system of legal documents, ensuring substance and effectiveness.
Continue to review and handle legal normative documents that will expire before March 1, 2027; periodically review and update the list, implementation situation, and results of handling legal normative documents under management, report to the Prime Minister, Deputy Prime Minister in charge of the field, and send to the Ministry of Justice for monitoring and general synthesis.
Accelerate the progress of important national infrastructure projects, key sectors of transportation, energy, and key national digital infrastructure.
Improve the efficiency of public service performance, overcome the situation of shirking and avoiding responsibility in resolving administrative procedures for people and businesses. Focus on reviewing and thoroughly handling long-standing and slow-progress projects to release resources for growth. Strengthen inspection and examination of the responsibility of heads.
Expand the provision of full online public services, apply big data and artificial intelligence to increase transparency, limit direct contact to eliminate "petty corruption". Accelerate the progress of investigation and strictly handle key cases associated with improving the rate of asset recovery.
Deploy peak periods of attacking and suppressing crime; strengthen fire prevention and fighting and ensure traffic safety.
