Digital transformation today is not only a trend, but has become an inevitable reality in all areas of life, including diplomacy, in which each diplomatic officer must become a proficient "digital civil servant", an effective "digital ambassador", thereby bringing the image of Vietnamese diplomacy to a dynamic, professional, and modern world.

Digital transformation - an inevitable requirement of modern diplomacy

Deputy Minister of Foreign Affairs Le Anh Tuan said that the Ministry of Foreign Affairs, a Government agency performing the function of State management of foreign affairs, has soon identified digital transformation as a key task to modernize the organization, innovate operating methods, and better serve foreign affairs tasks in the period of extensive and comprehensive international integration. Under the close direction of the Ministry's Board of Directors, directly led by Central Party Committee member, Deputy Prime Minister, Minister of Foreign Affairs Bui Thanh Son, the plans and solutions for information technology were deployed synchronously and urgently.

The initial results are very clear: 100% of the Ministry's administrative procedures have been included in the Ministry-level Administrative Procedures Information System, connected to the national system. The Ministry also put into operation three important digital platforms: The Ministry of Foreign Affairs' Electronic Information Portal - official foreign information channel and online public services; Online document management and operation system - the center of internal digitalization; and Data sharing and integration platform - ensuring smooth connection and multidimensional data interconnection.

The simultaneous implementation of these three digital platforms marks a major step forward in modernizing information technology infrastructure, demonstrating the commitment to implementing Resolution 57 of the Politburo and Resolution 03/NQ-CP of the Government.

"Digital education" popularizes skills for all staff

A highlight is the "Digital Education Civil Servants" movement launched by the Ministry of Foreign Affairs, inspired by the League of Legends movement in 1945. If 80 years ago, the movement contributed to eliminating illiteracy, now the goal is to popularize digital skills, helping all diplomats to access, use and master modern technology.

According to Deputy Minister of Foreign Affairs Le Anh Tuan, "digital education system" has a particularly important political significance, demonstrating strong political determination in implementing Resolution 57. In the context of comprehensive digital transformation, improving digital capacity is no longer an option, but a mandatory requirement.

The Deputy Minister emphasized that each diplomatic officer must become a proficient "digital civil servant", an effective "digital ambassador", thereby bringing the image of Vietnamese diplomacy to a dynamic, professional, and modern world. This is also a practical step in the Strategy for the Development of the Foreign Affairs Sector to 2030, with a vision to 2045.

Digital transformation towards modern diplomacy

According to Deputy Minister Le Anh Tuan, "moderate foreign affairs" is not simply the application of digital technology and information technology to adapt and promote the achievements of the fourth industrial revolution, but also a process of comprehensive innovation.

At present, technologies based on digital platforms and the Internet such as Internet of Things (IoT), cloud computing, artificial intelligence (AI) or big data and the advent of popular social networks such as Twitter, Facebook, Instagram, LinkedIn... along with the trend of digital transformation, the development of the digital economy has provided new tools for diplomatic activities to be faster, reach more target groups and can help diplomatic agencies carry out the process of receiving feedback - adjusting policies more flexibly and adaptively.

The Ministry will develop regulations on coordination, sharing information and digital data in the entire sector, between the Ministry and ministries, branches and localities; propose the construction of a digital data warehouse on foreign information, international records, negotiation records, international commitments and treaties that Vietnam participates in... to build a modern digital diplomacy, contributing to improving the effectiveness of foreign affairs work, protecting national and ethnic interests in the new era.

"From courage and intelligence, with the spirit of solidarity, aspiration to rise up and drastic action, we will be determined to realize the goal of making digital transformation a new way of working in the industry; thereby practically contributing to building a professional, comprehensive and modern Vietnamese diplomacy in the coming time" - Deputy Minister Le Anh Tuan emphasized.
