At the discussion session, National Assembly deputies (NA deputies) highly appreciated the preparation of the Government and agencies in integrating 04 national target programs into 01 common program.
Delegate Nguyen Thi Yen Nhi (Vinh Long National Assembly Delegation) contributed her opinion that people must be truly put in the position of subjects, especially in poverty reduction, production development and new rural construction.
The thinking of the program must be strongly shifted from what the state supports the people, to what the state supports so that people can develop on their own.
Sustainable poverty reduction cannot only be measured by the number of households receiving how much support money. What needs to be measured is whether people have jobs after support, whether income has increased, whether there is a stable livelihood, and whether they are able to stand firm.
This delegate proposed to prioritize projects that create jobs, increase income, link production, processing, consumption, vocational training associated with market needs, digital transformation, and e-commerce.
Contributing more opinions on the field of education, delegate Nguyen Thi Yen Nhi said that it is necessary to prioritize narrowing the gap in learning opportunities, and fairness in learning opportunities must be a top priority.
Regarding healthcare, delegate Yen Nhi emphasized that grassroots healthcare and disease prevention must be the foundation, and digital transformation must clearly define that it cannot replace people, and equipment cannot replace expertise.
For grassroots healthcare to operate effectively, it is necessary to ensure sufficient personnel, sufficient medicines, sufficient equipment, medical supplies and have appropriate operating mechanisms. In particular, there needs to be strong enough policies to attract and retain doctors and medical staff in difficult areas.
Delegate Bui Van Dung (Thanh Hoa National Assembly Delegation) said that it is necessary to select some core impact indicators to measure the actual changes in people's lives. Disbursement is a necessary condition, human development and the quality of life of the people are the final measure.
Delegate Chau Quynh Dao (National Assembly Delegation of An Giang province) said that school healthcare is not only limited to physical training but also includes nutrition, food safety and primary health care.
The delegate proposed to supplement the content of ensuring school health work, physical health care and school nutrition.
Reporting on receiving and explaining at the end of the National Assembly's discussion session, Member of the Party Central Committee, Minister of Finance Ngo Van Tuan emphasized that the Government and the Prime Minister are implementing many solutions in the direction of creating conditions for the poor, vulnerable, and difficult areas to rise up and take control of their lives and improve their own lives.
